26. A foreign aircraft landing on the ter-
ritory of the Soviet Union under circumstan-
ces indicated in paragraph 24 may continue
its flight only with the permission of the
General Department of the Civil Air Fleet
under the Council of Ministers of the USSR.
27. When flying within the territory of
the Soviet Union,foreign flight crews shall b
guided by the following provisions:
- communication: air-ground and ground-
air is carried on in Russian;
- Q-Code is used for wireless telegraph
communication;
-measuremezlLs /dimensional units/ are:
length - Kilometres, temperature - degrees
Centigrade,barometric pressure - millimetres
of mercury column, circumference - degrees.
Z8. When flying within the territory of
the Soviet Union, the crews of foreign air-
craft must maintain communication in accor-
dance with the instructions and on frequencies
/wave-length/ prescribed by the General
Department of Civil Air Fleet under the Coun-
cil of Ministers of the USSR.
No aircraft may fly without air-ground
communication with the Air Traffic Control
Service. In the event wireless equipment fails
during a flight, the crew must land their air-
craft at the nearest alternate aerodrome.
29. Customs inspection of aircraft arri-
ving from and departing for foreign coutries,
of their cargoes as well as of the luggage andl
hand baggage of passengers and members of the
crew is carried out in accordance with customs
rules operating in the USSR. When entering or
leaving the USSR,no aircraft may land at
airport or other places where there are no
customs offices and frontier control passage
stations.
30. If.as a result of emergency,the crew
of a foreign aircraft is forced to land in a
place other than the prescribed basic and
alternate aerodromes, the pilot-in-command
shall immediatly inform the appropriate Air
Traffic Control Service,which will take the
corresponding measures to secure the safety

31. All photo and cinema cameras /including
those for which there is written permission/
transported in the aircraft shall be kept emp-
ty in closed suitcases.
Photographing from aircraft is prohibited.
Transportation of photographic equipment for
aerial and special kinds of photography /even
if this equipment is packed/ is prohibited.
Being on board aircraft passengers are not
allowed to have radioapparatue /including
pocket radioreceiver/.
Radioapparatus /including pocket radiore-
ceivers/ are transported only packed in cases
and registered as a luggage but not as a hand
baggage. Radioapparatue can not be switched
on.
32. In the ai: space of the USSR,objecte
may be dropped from an aircraft and parachu-
tes may be used only in distress. An aircraft
may have parachutes on board only when this
is stipulated in the permission for the
flight.
33. In the event a flight crew member or s
passenger falls ill the pilot-in-command
must,either from the aircraft or upon landing
inform the Air Traffic Control Service of the
airport so that necessary timely medical
assistance might be provided.
34. Criminal proceedings in accordance with
the laws of USSR will be insulted in the event
the flight rules are violated /entry into or
departure from the Soviet Union without per-
mission,landing in places other than the pres-
cribed basic and alternate aerodromes, non -
observance of the corridors across the state
border and airways prescribed in the per-
mission, flight without two-way communication/
In case when there are no grounds for in-
stituting criminal proceedings, the Director
General of the General Department of the
Civil Air Fleet under the Council of Ministers
of the USSR may impose a fine up to 300
roubles.
35. In radio communication between foreign
aircraft and the Traffic Control Service of
the Civil Air Fleet, airports and locations
are designated by their geographical denomi-
nations in Russian.
