Professor Dr. Stefan Mine had been First Deputy Director General since winter 1957/ 1958. He was said to be a relative of the former vice-premier Hilary Mine. The following scientific establishments and their departments were sub- ordinate to him: Establishment In and Establishment Ib (Nuclear Physics), Establishment II (Krakow), Establishment III (Electronic Measurements), Establishment IV (Fuels), Establishment V (Radiochemistry), The. independent Analytical Department, The Establishment for the Protection of Health. a. Establishment I (Nuclear Physics) As,a result of the rivalry between Professor Bronislaw Buras and Professor Sultan, Establishment I was divided into Establishment Ia,50X1-HUM headed., by Professor Sultan,, and Establishment Ib, headed by Professor Burns. In summer 1958, Professor Burns was the Polish representative at the International Atomic Energy Authority in Vienna. b. Establishment II Establishment II was an independent institute of the Polish Academy of Sciences. Its atomic installations were located in Krakow where the accelerator was built. 50X1-HUM c. Establishment III (Electronic Measurements) The scientific assistants employed in this department planne designed and partly built measuring devices in close cooperation with'~7aculty of Electronics of the Warsaw Technical College. The young designer, Mgr. Bag. Lesniewski, who designed the counting device for "Beta Bat 25" rays, was one of this group. d. Establishment IV (Fuels) (1) Establishment IV was headed by Professor Tomasz Adamski, who was engaged in extracting uranium from uranium ore via the bydro "Mepasina". His assistant was Mgr. Eng. Irena Rusin Inorganic Departments The inorganic departments were headed by Docent Slawonmir Siekierski and.Aleksander Halpern. Halpern previously visited Moscow and Dabna. He was a former colonel of the First Division, which was founded in the USSR. For his research work at the Warsaw Institute, he received 1 g of plutonium from the Soviet Union, which was used in making experiments on the poisonous effects of plutonium on the human organism. Mgr. Andrzej Zelenaj. Military Office The Military office was headed by Dr.Albksander Siemaszko, whose postal address was Plac' Zbawiciela, Warsaw. His assistant was (6) Department of Electronic Instruments The Department of Electronic Instruments was headed by Mgr. Eng. Tomasz Radoozewaki and was engaged in absolute measurements with special instruments. It was responsible for the technical care of the measuring and counting devices of Establishment V. The department was engaged in the utilization of isotopes in analyses. 50X1-HUM g. Establishment for the Protection of Health The Establishm t for the Protection of Health was under Mgr. Eng. Dr. Edmund g , Docent and Scientific Director of the Hematological Institute, Chocimaka, Warsaw. The following departments were subordinate to the Establishment for the Protection of Health: (1) l.' Radiobiological Department 2. Biochemical Office 3. Dosimetric Department 1. The Department for Radioactive Waste and Effluents 5. Outpatient Clinic (Ambulatorium) The Radiobiological Department was headed by Mgr. Eng. Dancewicz. His deputy. Zbigniew Szot, a graduate student of medical science, who was formerly a doctor (Arzt) with the Polish Border Guard (WOP), was also a State Security Service employee at a Warsaw hospital. Andrzej Buezinski and Dr. Zdzislaw Zubrzycki were members of the Biochemical Office Staff. were working with isotopes. The head of this department was 50X1-HUM The Dosimetric Department was engaged in checking instruments and equipment and in protecting employees of the Institute who Dosimetric Department Mgr. Ryszard Szepke, a capable expert in this field Department for Radioactive Waste and Effluent Mgr. Gotwald (female) was employed in this department as 50X1 -HU M scientific assistant. In 1958, twcspeeialists spoke in Warsaw on radioactive waste. In the Warsaw Institute for Nuclear Research, as well as at Swierk, this problem has not yet been solved. Medical Station At the medical station, headed by Dr. Szajewski, the employees of the Warsaw Institute received outpatient treatment; special attention was given to possible radioactive reactions. 3. Second Deputy Director General The Second'Deputy Director General and Technical Director (name unknown to source), who was in charge of all technical matters, was responsible for the following: 1. The reactor installation (at Swierk) 2. The Central Design Office 3. The Central Workshop a. Reactor Installation The head of the reactor installation at Warsaw-Swierk was Mgr. Eng. Abramowicz. The following three departments were subordinate to the head of the reactor installation: 1. The Department for Servicing the Reactor, 2. The Exploitation Department, 3. The Physics Building (under construction in September 1958), where a linear accelerator was located . Central Design Office Prior to spring 1958, the Central Design Office was located on the grounds of the Warsaw Institute. In the spring of 1958, it was transferred to anew location in the buildings of the Zeran Plant for Electrical Heating. The head of the Central Des=ign' Office was Dr. Mgr. Eng. Nay. One of its main tasks was detailed evaluation of Soviet technical documents. The Design Office cooperated with the Geiger firm (scientific equipment), East Berlin. Success was achieved in designing remote:-control instruments for reactors. The office also prepared documentation for a self-contained semi hot laboratory (ein eigenes halbheisses Labor); this documentation proved to be a success.at the Leipzig, East Germany, Fair in spring 1958. c. Central Workshops (1) The central workshops, which manufactured instruments and apparatuses, were under the Second Party Secretary of the Warsaw Institute, Mgr. Eng. Jan Chrzanowski. Work was done in two shifts and a limited number of hours was spent on individual orders placed by the various research establishments. A glazier's workshop was located on Ui, Panienska. (2) The transport department includes former UB and PKPG drivers. d. There was a large library with foreign technical literature, including literature from Western countries. b. Government Plenipotentiary for Atomic Energy Exploitation a. Even though the Warsaw Institute for Nuclear Research, as a scienti- fic research institute, was subordinate to the Academy of Sciences (PAN), governmental control was exercised through the Office of the Government Plenipotentiary for Atomic Energy Exploitation, located on the 18th floor of the Palace of Culture in Warsaw. The head of the office was Wilhelm Billig, a former Government plenipotentiary for radioph and the coal iidustrT.F His deputy is Mgr. a era, who was born 50X1-HUM b. Al]. investment affairs of the Warsaw Institute, as well as those of the Central Laboratory for Radiological Protection (Centralne Laboratorium Ocbrony Radiologicznej) are directly subordinate to the Goverment Plenipotentiary for Atomic Energy Exploitation. The laboratory, which was established in the spring of 1958 has special military tasks (see Ila of the location sketch). A foreign department, headed by Mgr. 0. Karliner, and a finance and publishing department are also under Billig's direction. c.
