Rumania belong to s and come under the P.T.T.R.(Post-Telegraph-Telephon nistry. This Ministry is located on Victoriei St., (b) With the P.T.T.R. Ministry, there are the ''ectorates of Post-Telegraph-Telephone-Radio. The 1 located on Popov St. (possibly at No. 7), and has :":jurisdiction the radio and television stations. There is no information concerning ,.'?directorates of these General Directorates. (c) Towards meeting the telephone country is divided into the following six (6 - ORADEA - BRASOV - IASI - TIMOSOARA - SIBIU - CONSTANTA (d) In every town of Rumania, and in of the villages, Ato there exists a Post-Telegraph-Telep general, the communications service is considered. 2. Training of Telecommunications Personnel: (a) There is no information that there are anyx `"1 ~ne is for communications personnel. (b) The activities of the Clubs of the A.V.S.A.P. (Volunteer Organi- zation for Athletism and for the Country's Defence) include also the training of radio operators. The members who have received such training, are operating radio sets for amateurs, on the basis of a permit issued by the P.T.T.R. Ministry, and following an approval also of the Service of State Security (Securitate). Wire Communications 3. Installationss (a) There exist separate networks of telegraph and telephone connection controlled respectively by the General Directorates of Post- Telegraph and Telephone. In some cases, the networks are following a parallel course; never,. however, are they on the same poles. (b) The networks of most of the cities, are underground, while the networks of the long-distance connections consist of regular telephone wire. As an exception to the above, there are two under- ground cables, of an unknown circuitjstation, which are running from Bucharest to Brasov and Iasi. Materials: (a) The materials of the telephone installations in the cities, are Sanitized Copy Approved for Release 2010/08/24: CIA-RDP80T00246AO39400600001-8 DX1 -HUM "SEPO mainly of manufacture because of the changes effected50X1-H U M in the entire telephone network of the country between 1930 and 1940, by installation of the type IT and T automatic 50X1-HUM electric machinery and of the type 7A1, 7A2 and 7B automatic telephones. Up to May 1951, the materials were being bought in except for a quantity of cables of bad quality that 50X1-HUM were being bought in the Soviet Union. A small quantity of telephone materials of the Siemens type, were imported during World War II. (b) Towards meeting the needs in telecommunications materials, there (c) has been built in Bucharest the Electro-Magnetica factory, that is located on Rahovei Street, and that can manufacture all kinds of electrical equipment (magnetic and automatic telephone sets, 6witchboards, transmitters, etc), except for electric bolbs. The local industry Sarmei, located in Campia Turda, manufactures wires for all uses, and covers the needs of the telephone communications in wires. 5. Exploitation: (a) local calls In order to have an automatic telephone installed, one must file an application. The monthly subscription (fee) is 25 le, the subscriber having the right to make as many telephone calls as he wants. A 25-bani coin is used for calls made from a public telephone booth. (b) Long-distance calls (c) One can make a long-distance call from an automatic telephone (provided that one has one), or from the telephone booths of the telephone "Palace" or of the Post Offices. The fee (charge) depends on how far the person receiving the call: is, on the degree of urgency and the duration of the call. Telegrams i) In order to send a telegram, one is supplied with a relative form by the Post Office, that is filled out, and that is deposited for dist,atch. The fee depends on the distance, on the degree of urgency, and on the number of words. With regards to degree of priority, the telegrams are classified as "ordinary", as "urgent", and as "most urgent". ii) In order to serve the public, the telegraph offices will also accept long telegrams (in the form of a letter). The fee for these telegrams is small, inasmuch as they are being handled at an unspecified time. Likewise, one can deposit a cable of wishes at any time, the telegraph service having the obligation to deliver it on a specified date and time. (c) Communist women employees, who know foreign languages, listen in to the calls. They are in separate rooms, and they are being paid very well. (d) In Bucharest, as well as in the provinces, the telephone cables go through concrete pipes (40 inches long and 20 inches high) under the ground. The concrete pipes are connected with one another. The openings to the telephone network, have metal covernings that are marked "Sart". (c) The telephone Service has a special circuit for signaling an alarm. The circuit is used also for communicatin,_ information to all parts of the country, with re7ards to air raids, etc. Wireless Communications 9. Installations: (a) wireless stations 'or 50X1-HUM communication purposes exist in Bucharest, in Constanta, in Timosoara and in Urziceni. The station in Constanta is used mostly for communication with ships. (c) i) An unspecified number of horizontal, of perpenticular and of parabolic antennae exist on the roof of the telephone "Palace" in Bucharest. One of the parabolic antennae, about one meter in diameter, is facing East; another one is at an aDproximate an7le of 3500; another one still is facing North-Fast. ii) Parabolic antennae also exists - On the radio and television "Palace" on Popov Street, i.e. one antenna in a direction of 3500, and another one in a North-Western direction. - On the Ministry of Interior on Calea Victoriei Street, i.e. one antenna in a direction of 3500, and - On the S teia "Palace", i.e. four netted antennae facing North-West, North-East, South ''hest and South-East. There are also two parabolic antennae on the top of the crane of the railroad station at Lehlioy (70th kilometer of the Bucharest-Constanta railroad); they are on the same axle, but facing opposite directions, for receiving and re-transmitting the messages sent out by the Eastern antenna on the telephone "Palace" in Fucharest. iii) A definite conclusion, drawn from the above indications, is that wireless sets of the VHF and UHF types are in use in (e) 50X1-HUM there are also installations for radio-teletype. Materials: There is no information concerning the materials used in the wireless communications. The wireless stations that are built by the Electro- ma?netica factory, are being used by the civil telecommunications services. 10. Exploitation: 11. Overseas Connections: there exists wireless connection with all 50X1-H U M the countries behind the Iron Curtain. It is probable that there might be similar connections with other countries as well. $adio Stations , 12. Installations-Technical Information: (a) There appear to be the following radio stations: i) In Bucharest - Radio station, operating on a frequency of , of long range, installed as followss Transmitter - located at the village Tincabesti (30 kilo- meters North of Pucharest). Broadcasting rooms - possibly located on Popov Street, Bucharest. - Radio station operating on a frequency of , of smaller range than the first, installed as follows: .transmitter - located at the Banaeasa Airport, North of SEC'~ET the homonymous village (2 kilometers North of Bucharest, almost on the Bucharest-Ploesti public road). Broadcasting rooms - located on Popov Street. Its transmitter is located East of the town Filiasi. iii) In Timosoara Radio station operating on a frequency of , of the same range with that of Tincabesti (Bucharest). Its trans- mitter is installed within the city. iv) In Brasov Radio station operating on a frequency of , of the same range as above. Its transmitter is located in a place known as Pont, ten kilometers North of the city. v) In $1 Radio station operating on a frequency of , of a rather small range. Its transmitter is installed at the village Apahinta, twenty kilometers North-East of the city. vi) In addition to the above, there are two more radio stations operating on a frequency of llt20 kc and 12 mc. The first of these is probably installed in Moldavia. The second is used for foreign broadcasts. radio stations exist also 50X1-HUM in Constanta (It is probably the one serving the Merchant Marine), in Iasi (a local station), and in TargQyl-Moures, that brodcasts in Rumanian, as well as in Hunarian. (b) In their broadcasts, all the radio stations identify themselves as "Radio Bucharest". Television 13. Installations - Technical Informations (a) A television station has been installed in Bucharest. Its antenna is installed on the roof of the "Home of the Steia", a television antenna (for re-transmission 1), is to be installed on the OmaAl top of the Carpathians (about 130 kilometers North-West of Bucharest). (b) The television receivers in use are of Soviet manufacture ("TEMP 2" type). Post Services l1. General Informations (a) The following services are offered by the Post Services: i) Delivery of ordinary mail ii) to v) reistered " parcels U newspapers " telegrams vi) Money orders vii( Collection of radio subscription viii) Savings (b) in 1951, there was a total of 16,000 Post employees, 600 of whom were employed 50X1-HUM in the Central Post Office in Bucharest. Censorship The Censorship Service, for censoring the correspondence to and from the Western countries, is operatin' in parallel with the Post Service, under the control of the Ministry of Interior. It is not excluded that this Service might be censoring the domestic mail as well. In Rzcharest, this Service is housed in the Annex ] of the Post Office in the Building of the Central Railroad Station. In charge of this Service is Major of the Securitate Ionel FAOOURE.
