Inta is a mining town of approximately 50,000 an s in the Komi ASSR. Its coal pits are subordinate to the administration 25X1 of the Inta Coal Combine (Kombinat Inta Ugol), located in a three story building at No. 3 or 5 Ultisa Kirova, in the first municipal rayon of the town. Because most of the miners were prisoners, the combine was subordinate to the Ministry of Internal Affairs until 1951, When its jurisdiction was transferred to the federal Ministry of Coal. At the same time more than fifty percent of the prisoners were released, either as a result of the amnesty following Stalin's death, or because they were victims of the mass deportation of 1914 and their sentences had expired. The ex-convicts, however, were classified as silni-spets-pereselentsi, and, as such, were forbidden to leave Inta. 2. The management of the Kombinat is composed of the follow a. First deputy director in charge of personnel and supply matters; c. Second deputy director in charge of workers' housing; d. Chief engineer, as technical mine manager; e. First deputy chief engineer in charge of mining ma- chinery maintenance and supply executive on behalf of the first deputy director; f. Second deputy chief engineer in charge of productivity questions; g. Chief mechanic, in charge of practical maintenance of machinery, with the aid of a staff of three engi- neers and a secretary; h. Chief electrician (Glavniy Energetik) in charge of the power station and current supply to the pits. The administration of the Kombinat comprises the following departments: a. Planning (Planoviy Otdel); b. Technical control (Otdel Tekhnicheskovo Kontrola); c. Pit construction (Proektniy Otdel); d. Norms and wages (Otdel Normirovania I Zaplati); e. Technical supplies (Otdel Tekhnicheskovo Snabzhenia); f. Sanitation (Sanitarniy Otdel); ~. Accident prevention (Otdel Gosinshektsyi); h. Aid to victims of work accidents (Otdel Gorno Spasatelniy); i. Construction of workers' housing (Otdel Zhilstroyitelstva); k. Maintenance of workers' housing (Komunalniy Otdel); 1. Supply of mining timber (Lesnoy Otdel). 4. The central administration supervises the activities of nine pits located throughout the town, each of which has the identical de- partments of the main office; the departmental heads under the pit manager (Nachalnik Shakhta) maintain continuous contact with their counterparts at the Kombinat. The pits are located as follows: a. No. 1- Perv1y Gorniy Rayon; b. No. 2 - Perviy Gorniy Rayon, adjacent to the afore- mentioned; c. No. 4 - Vtoroy Rayon; d. No. 5 - Vtoroy Rayon, adjacent to the above-mentioned- e. No. 9 - Vtoroy Rayon, situated at some distance from the above-mentioned- f. No. 10 - Vtoroy Rayon, near Nos. 14 and 5; g. No. 11 - Zapadniy Posiolok Rayon; h. No. 12 - Zapadniy Posiolok Rayon; i. No. 13 - Vtoroy Rayon, at some distance from Nos. !t, 5, and 9; J. No. 15 - at present under construction at the 15-IY Shakht Rayon. The deposits of pits Nos. 3,6,7, and 8 were exhausted by 1951, while Nos. 11 and 12 were opened in 1951. In addition to pit No. 15, which is at present under construction, further ex- pansion is projected for the near futrure. The Kombinat supervises almost 50,000 persons, including the administrative staff, miners, and above-ground workers, as well as employees indirectly connected to the mining industry, such as workers of cement factories catering for the requirements of the pits and for workers' housing power stations. Of this total some 10,000 were prisoners and the rest ex-convicts with the status of Spets Pereselentsi in 1954, but since then this ratio has been re- versed, increasing the number of people in the latter category to 35,000, while the maximum number of prisoners is 15,000. 6. Mechanization of mining processes, which was started me- thodically in 1951, was noticeably stepped up in 1951-1955 and was considered accomplished by the beginning of 1956. The following types of machinery are known to be in use at the Inta mines: a. Coal cutters of the types Donbas No. 1 and P.K. No. 241, both products of the Machine Plant "Kirova" in Gorlovaka (Gorlovskiy Mashin Zavod Im. Kirova), in the Donbas; b. Cutter loaders (Ugle-Pogruzochnaya Mashina K.M.P.-l), this machine cuts coal by means of two jibs and loads it onto a moving belt, from which it is transferred either to trucks or to the so-called Transportior, a power loader with feeder troughs mounted onto a conveyor belt (types S.T.R.-30 and S.K.R.11, manu- factured by the Kharkov Tractor Plant in Kharkov and Anzherskaya; type R.T.U.-30 from the "Voroshilov" Sanitized Copy Approved for Release 2010/02/24: CIA-RDP80T00246AO32800220001-3 Sanitized Copy Approved for Release 2010/02/24: CIA-RDP80T00246AO32800220001-3 pct, nC 1. ~ -5- Machine Plant in Aleksandrovsk; type S-153 from the Porodo Pogruzochnaya Mashina). 7. The Inta pits produce stone coal (Kaminniy Ugol) which is resembles that mined in Vorkuta, but/even worse in quality, with a slag formation amounting to 50 percent. The entire output of Inta is shipped to Leningrad, where it is wed for factory furnaces and, to a lesser extent, as locomotive and power station fuel, being un- suitable for foundry purposes. a~. 8. Annual production of the Inta pits totals from 3.5 to 4 million tons of coal. With the impending opening of shaft ho. 15, which is expected to furnish 1 million tons, the Ministry increased the plan target for 1956 to 5 million tons. 9. Each of the Inta pits is equipped with a bunker, a ware- house for the storage of coal. The material is transported there by means of a conveyor belt, to both sides of which women workers are seated to screen the coal. The bunkers are built in such a way as to allow for the entrance of trucks, which are loaded in- side directly from above. 10. Construction of an additional thermal power station for the Inta mines, begun in 1953, was not completed by autumn 1956. Two turbines for the new plant have already arrived from Czechoslovakia, the last shipment having reached Inta in January or February 1956 in 20 railway trucks.
