The Forschungs-Institut fuer Metallurgie (Research Institute for Metallurgy) is situated in Dresden and employs about four hundred people, mostly German scientists and engineers. It is directly under the control of Soviet scientists and the building is guarded by Soviet sentries. There is no shortage of money for materials and experiments and it is intended to enlarge the plant in 1957. On the other hand the German workers, particularly the clerical staff, are very badly paid, and have to work long hours. 2. Research at the Institute is concerned with the further development of turbines for ships and aircraft which have already been constructed improvement carried out on these designs are tested in the USSR, Czechoslovakia, and East Germany. There is no- actual production of turbines, only research and experimental work to improve on that already carried out Detailed plans, specifications and blue prints, etc., con- cerning these turbines are delivered at the Institute from time to time. It is not known how these are obtained but they are provided by Soviet agents 3.
