The Experimental Institute (opytnyy institut) No. 3731: was located on Shchemilovskiy pereulok and Seleznevskaya ulitsa, Kominternovskiy Rayon, in Moscow.1 It was a small, but important plant. It was subordinate to the Ministry of Aviation and performed experiments on various instruments for use in high-speed, jet aircraft.2 Prior to World War II, this plant was located in Leningrad and during the siege was transferred to Moscow. Recently, there were rumors that the plant would be returned to Leningrad. 2. 3 This WPS an exnerimental institute, various flight instruments were made and tested here 7 om the size and appearances of the products prepared, they must be components for gyros, artificial horizons, 50X1-HUM 50X1-HUM and instruments usedfor insti-uMent flying. This institute also pro5oxi -HUM what appeared to be the components for small electric motors and the framework and boxes for radio equipment. These radio boxes had many apertures for an unknown number of tubes and had several cables, some three to four cms in diameter, extending from the boxes. the same part was rarely made to the same specifications. Consequently, everYthing had to be done accordin to blueprint and with reference to a specific measurement table. the allowance was very small, particularly for the components, which would be used for precision instruments. the tests, extreme temperature tests, ranging from -500 to 71500C. S-E-C-R-E-T -e- 50X1 -HUM 50X1 50X1 -HUM if the tests were successful, various unknown plants were given the specifications and directed to produce the new product. All shipments to and from the plant were by truck. The outgoing shipments primarily were accomplished by military two and one-half 50X1 ton trucks. The trucks were always ? en by military personnel, primarily -HUM from the Air Force, but also Army and Nay trucks arrive for pickup. The Soviet Air Force trucks were grayish in color and had a large black T:paipted on the cabin doors. 50X1 -HUM 5. All shipments were made in metal box containers of varying sizes. The most common size used was approximately 100 x 50 x 50 cmsy although a box approximately as large as l.5 .x 1 x 1 meters was also used. These boxes were gray, trunk-like, with trunk-type lid fasteners and a hasp hinge. The hasp was padlocked and had a metal security tag attached. Except for the phrase, 'Handle with Caren, there were no markings on the box whatsoever. Although shipments occurred irregularly, most shipments were made toward the end of the month. 6. No trademarks or serial numbers were used at the plant. The only mark that appeared on any components was a small inspector's approval stamp. This stamp bore a number and the letters OTK (otdel tekhnicheskogo kontrolya - technical control section). See sketch No. 5, figure 1. 7. The security at this., plant was supplied by regular plant guards dressed in grayish-blue uniforms with a small green patch about three to four cm long and two to three .cm wide on the upper portion of each side of the front tip of the collar. They wore a Sam Brown-type belt with pistol. At night, the guards patrolling the interior plant area were armed with automatic rifles and were accompanied by unleashed German shepherd dogs. During the day, women guards controlled the plant entrance and were responsible for the passes. 9. The passes consisted of a white card bound in cellophane with an aluminum frame. The over-all size of the pass was approximately 10 x 6 ems and the aluminum frame was approximately 1.5 x 0.5 ems. The face of the pass bore a photograph, full name, employee's numberd. shop number where employed, and signature of the MVD authorizing official. At that time the official was Ivanov. (fnu). The reverse side of the pass was blank unless the individual worked in the secret section of the plant. In that event, this side bore a small.rectangullar.i diamond-shaped or triangular symbol with a letter. The passes 50X1 -HUM were always maintained in the plant and were never taken home. Once in the plant, the passes were always maintained on each person. See sketch No. 5, figures 2 and 3. 10. In about 1952, all plant employees had to attend a series of compulsory lectures doncerning precautionary measures against atomic and gas attack. These lectures were given by a raykom Party member-designate. The lectures totalled about 10 to 15 hours. Employees were not given any literature but were instructed to proceed to the air raid shelter in the event of an attack and to remain until the all-clear sounded. They were given , lectures on the various types of gases and their effects, first-aid treatments to be employed, etc. They were advised that gas masks and anti-fallout protective equipment would be issued to all prior to the advent of hostilities. The employees were not shown any of this equipment. Their use was just explained. They were also advised that at the?end of an attack) special army decontamination troops would arrive to clear the area with special equipment. Nothing on bacteriological warfare was mentioned. Similar lectures by a /..azholl Party member-designate were given to the civilian populace. 11. Persons connected with the plant were as follows: Prilukov (fnu). 50X1 50X1 -HUM b. -Vagin, Ignat Varnovich. Comments: 1. This institute has not been identified in available reference materials. Both a 1-y ShchmeloVskiy pereulok and a 2-y ShchmelOvskiy pereulok are located in Kominternovskiy Rayon, which was combined with Sverdlovskiy Rayon in October 1957. The sketch on page 4 indicates that 1-y Shahmelovskiy pereuloitiS'the one: intended here. The Mbscow. Vehicular entrance.- A steel wire gate approximately six meters wide. It was opened only when necessary-to permit trucks to-enter. 6. Guard booths. Wooden guard booths approximately two meters square and three meters high set on the ground. Plant building. A two-story brick building, approximately 50.x 20 x 16 with a slightly pitched sheet-metal roof. It was attached to adjoining building and contained most of the shops. 8. Main building. A four-story: brick building, approximately 50 x 20 x 16 m, with a slightly pitched-sheet-metal roof. the third and fourth floors contained the secret sections of thP 111p7-11-. 50X1-HUM 9. Vehicular entrance. It was approximately six meters wide, and was used exclusively by the plant director's automobile,?other official plant cars, and for visiting VIP. anA J. Other high-ranking Soviet 50X1-HUM officers from the Air Force, Navy,and Army artillery visited the plant from time to time but none worked there permanently. 50X1-HUM 10. Employejentrance. This entrance, like the vehicular entrance, was part of the first floor. It was approximately four meters wide, and contained a.pass control booth about two meters wide and five meters long. The control booth was in the center and had a passageway on either side with electrically-controlled turnstiles. All employees picked up and deposited their passes at this booth and only upon proper identification were they allowed to pass. just beyond the booth and to the right of the entrance was a stairway that led to the other floors of the building. Passes were checked again on the second floor near the stairway prior, to ascending to the third and fourth floors. 11. Dining room building. A two-story, brick building,approximately 30 x 20 x 8 m, with a slightly pitched sheet-metal roof. The dining room was on the first floor and administrative Offices on the second. It was connected to the main building. 12. Administration building. A two-story brick building,approximately 15 x 15 x 8 m, with a slightly pitched sheet-metal roof. It contained the electrical support shop, electrical repair shop, welding sho4and the blacksmith shop. 15. Garage. It was aAwo-story brick building,approximately 30 x 15 x 8.mowith a slightly pitched sheet-metal roof. The first floor was the garage which could maintain a total of six trucks and cars. The second floor contained the administrative offices, the first-aid station, and the offices of the Forty organizer -(partorg) and the trade union organizer (profsoyuz) 16. Boiler house. It was a single-story brick building,approximately 15 x 15 x 8 m,with a slightly pitched sheet-metal roof and a single. brick smokestack approximately 50 in high. It burned coal and supplied the hot water, heat, and steam for the plant. Part of the carpenter's shop was in this building and the other part was in the northern portion of the dining-room building, 17. Old administration building. It was a single-story, wooden frame,stuccoed building)approximately 1,5 x 6 x 6 mi,with a slightly bitched sheet-metal roof. It contained administrative offices and former storeroom in the cellar. . 1 Stairway to cellar.
