1a According to Bulgarian Government import laws, the entry of medicines from
abroad, which are addressed to private citizens in Bulgaria, are controlled in
the following way.
ao Medicine ordered from abroad by private citizens in Bulgaria can be
delivered to these citizens and free of customs duties only if the
recipient can show a certificate from an accredited Bulgarian doctor in
Bulgaria which shows that the recipient is. sick and needs the medicine,
b, If the recipient.in Bulgaria cannot show such a certificate, the medicine
is delivered to the Bulgarian Ministry of Health for distribution by the
Ministry to where it is needed most in Bulgaria.
2, Certain Bulgarian diplomatic representatives stationed in unfriendly western
countries outside the Soviet orbit have found ways to circumvent this law for
their own personal gain or for the purpose of influencing or controlling
certain Bulgarians residing in these foreign countries who have sick relatives
or friends in Bulgaria,
