- Many of the personnel of the State-Warm Control Bureau lack zeal
in managing the farms under their supervision. They have fallen into formalism.
All the 'workers of the .Bureau must start a vigorous fight to cure this deficiency
and fight for better production.

should have lectures on actual works. They should keep in touch with actual
work. And counsels of the groups must be improved in quality.
15. PROVINCIAL NEWSPAPERS -MUST REFLECT THE POLICIES OF THE PARTY AND GOVERNMENT .
The provincial press is one of the mightiest arms of the Party for
mobilizing people toward the practice of its policies. Some of the papers
fail to reflect the policies of the Party and government properly. The E.A.lerM'
ILBO (North Hamkyong Province Daily News) has been neglecting to explain those
important articles each as KIM Il-sung' s speech, "Let us reinforce the People? s
Army;" the Cabinet Decision on strengthening of ri peoples committeesg
etc. The PYONG BUK ILBO (North Pyongan Province Daily News) has been publishing
few editorials and essays on such important subjects as ideological development
in working classes and doctrine of Party members. Each provincial Party committee
must show responsible efforts for improving the quality of its provincial paper.
