Origin: The Council on November 26, 1952 (NSC Action
N-57-677-a) received a summary evaluation of the net
capabili'fy of the USSR to injure the Continental United
States (reference memos of October 21 and November 25)
prepared pursuant to NSC directive (reference memo of
August 30, 1951). A directive prepared by the Director
of Central Intelligence pursuant to NSC Action No. 687-
b, to provide the basis for a more adequate evaluation
was concurred in by the Council, approved by the Presi-
dent on January 19, and issued as NSC 140.
Current Status: The reference report on the subject
(N SC 1 as revised by the reference memo of May 28,
is scheduled for discussion in the light of; (a) an
oral briefing by Lt. General Idwal H. Edwards, Chairman
of the Special Evaluation Subcommittee of the NSC and
(b) comments on NSC 140/1 by the Joint Chiefs of Staff,
the Central Intelligence Agency, the Interdepartmental
Intelligence Conference, the the Interdepartmental Com-
mittee on Internal Security, to be circulated.

Current Status: The alternative courses of action set
forth in pp. 12-26 of the reference report by the NSC

SHIPMENT TO THE SOVIET

Origin: At the request of the Secretary of the Treasury,
sfimemorandum proposing the issuance of a regulation
prohibiting persons within the U.S, from purchasing or
selling, or arranging for the purchase or sale, of stra-
tegic commodities from countries outside the U.S. for
shipment to the Soviet Bloc was transmitted to the
Council by the reference memo.
Current Status: The memorandum by the Secretary of the
Treasury is scheduled for consideration.

Ori in: At its meeting on April 28 in connection with its
aOt on on NSC 149/1, the Council directed the Planning Board
to prepare for Council consideration a revised report on
basic national security policies, based on Part I of NSC
149/1 as amended and adopted (subsequently issued as NSC
149/2), and covering all national security programs, to
supersede NSC 20/4, 68/2 and 135/3 (NSC Action No. 776-b).
Current Status: A report by the NSC Planning Board on this
sub Jec St, T53) is being circulates and is tentatively
scheduled for Council consideration on June 9. Continuation
in effect of the objectives in the Annex to NSC 153 is in-
tended to constitute for the time being a response to

Origin: In connection with the President's approval of
NSC T 5/2, he directed that the general structure of a
U.S. program to implement the courses of action enumerated
in paragraph 7 thereof should, where suitable, be explored
by the Department of State in consultation with the Depart-
ments of Defense and Commerce, the Office of the Director
for Mutual Security, the Office of Defense Mobilization and
other appropriate agencies, and that the main elements of
such a program should be reported back to the Council at the
earliest possible time (reference memo of August 7).
Current Status: Revision of NSC 125/4 prepared by the Plan-
ning Board pursuant to NSC Action No. 761-a, to take account
of the question of the long-term viability-of the economy
of Japan deprived of the raw materials and markets of the
Chinese mainland has been submitted to the Council as
NSC 125/5. Tentatively scheduled for Council consideration
on June 9.

outcome of the Italian national elections to be held on
June 7, 1953.

Origin: The Planning Board on May 6 discussed the subject
and agreed that preliminary work should be initiated with-
in the departments and agencies concerned on existing and
proposed programs, with costs in each case, in anticipation
of preparation of a draft report after receipt of the
report of the Special Evaluation Subcommittee (see project
in Section II-A above) and the Department of Defense Ad
Hoc Study Group on Continental Defense.
Current Status: Awaiting preparation of a draft report by
the on nen?al Defense Committee of the Planning; Board in
accordance with the terms of reference transmitted by the
reference memo of June 1. Due not later than July 15.

Annex in NSC 153), should be regarded as a temporary
response to NSC 79 pending Planning Board review of these
paragraphs.

Orr,,,, o The Council at its meetings on April 22 and 28
amended and adopted NSC 149/1 subject to certain under-
standings (NSC Action Nos. 776 and 768). NSC 149/1, as
amended and adopted was approved by the President on
April 29 and issued as 149/2. The Council adopted the
reductions in the atomic energy program proposed in Part II
of NSC 149/1, with the understanding that; (1) the Atomic
Energy Commission will review the possibility of further
reductions as a result of the elimination of the large
ship reactor program and the aircraft nuclear propulsion
program pursuant to Action 768-e (see also NSC Action
No. 7793; (2) the Secretary of Defense will urgently review
the military requirements for atomic weapons in the light
of the revisions in the military program; and (3) the
Atomic Energy Commission will recommend revisions in its
expansion program in the light of any changes in military
requirements resulting from (2) above (NSC Action No. 768-a).

In the light of a review of the military requirements by the
Secretary of Defense; (2) Coordinate the implementation of
subparagraph 8-a in the light of discussions by the Secre-
tary of Commerce with representatives of the tanker and
shipbuilding industries; (3) Submit to the National Security
Council a progress report with particular reference to
(1) and (2) above, not later than July 1, 1953. The Council
also suggested that NSC 97/3 be referred for comment to
Civilian Consultants to be selected by the President (NSC
Action No. 798-b and d).

ri i o The NSC, on February 25, 1953, after discussing
recommendations of the Department of State Panel of Consul-
tants on Disarmament contained in their report on the subject
(reference memo of February 4), referred the report to the
Senior I\TSC Staff, directing it with the assistance of Dr.
Vannevar Bush, to report back to the Council on possible
means of carrying out the recommendations (NSC Action No.72 5).
Current Status: Awaiting: (a) preparation of a report by
the Ad Hoc Committee on Armaments and American Policy of
the NSC Planning Board on Recommendations 2-5 of the Panel
of Consultants, and (b) an outline plan to be prepared by
PSB pursuant to NSC Action No. 799-d of the specific steps,
including speeches by Government officials, which should be
taken to carry out the recommendations contained in NSC 151
and (c) exploration pursuant to NSC Action No. 717-12 by the
Planning Board before the next. UN General Assembly meeting
in September of the possibility of a new U.S. proposal on
the subject of Regulation, Limitation and Balanced Reduction
of Armed Forces and Armaments.
