Origin: In a memo to the Executive Secretary of NSC,
February 14, 1953, (NSC 143) the President outlined a
proposal for a "Volunteer Freedom Corps" and requested
that it be scheduled for early study by the Council.
The Council approved in principle the proposal and
agreed that an ad hoc committee should study its feasi-
bility and prepare a detailed plan for its effectuation
for Council consideration (NSC Action No. 724),
Current Status: A draft statement of policy on the
subject prepared by the Ad Hoc Committee on NSC 143
and contained in NSC 143/1 is scheduled for consider-
ation.

submitted as TISC 147 for the consideration of the
council.
Current Status: The alternative courses of action set
forth in the reference report by the NSC Planning Board
on the subject (uTSC 147) are scheduled for further con-
sideration in the light of an oral briefing by the
Joint Chiefs of Staff on their choice of the most advan-
tageous course for the United States to adopt.

Origin: The Council on November 26, 1952 (NSC Action
of~. b87-a) received a summary evaluation of the net
capabili'Fy of the USSR to injure the Continental United
States (reference memos of October 21 and November 25)
prepared pursuant to NSC directive (reference memo of
August 30, 1951). A directive prepared by the Director
of Central Intelligence pursuant to NSC Action No.
687-b, to provide the basis for a more adequate evalua-
tion-was concurred in by the Council, approved by the
President on January 19, and issued as NSC 140.
Current Status: The report of the Special Evaluation
Subcommittee prepared pursuant to NSC 140 is being cir-
culated as NSC 140/1, and is tentatively scheduled for
Council consideration on May 27.
2. ARMAMENTS AND AMERICAN POLICY

Origin: The NSC, on February 25, 1953, after discus-
sing recommendations of the Department of State Panel
of Consultants on Disarmament contained in the report
on the subject (reference memo of February 4), referred
the report to the Senior NSC Staff, directing it, with
the assi:itance of Dr. Vannevar Bush, to report back to
the Council on possible means of carrying out the recom-
mendations (NSC Action No. 725).
Current Status: An interim report on the subject pre-
pare y e d Hoc Committee on Armaments and American
Policy of the NSC Planning Board and considered and con-
curred in by the Planning Board has been submitted to
the Council as NSC 151 and is tentatively scheduled for
Council consideration on May 27. NSC 151 relates to

X5/2, he directed that the general structure of a
U.S. program to implement the courses of action enumer-
ated in paragraph 7 thereof should, where suitable, be
explored by the Department of State in consultation
with the Departments of Defense and Commerce, the
Office of the Director for Mutual Security, the Office
of Defense Mobilization and other appropriate agencies,
and that the main elements of such a program should be
reported back to the Council at the earliest possible
time (reference memo of August 7).
Current Status: Revision of NSC 125/4 prepared by the
Planning Board pursuant to NSC Action No. 761-a, to
take account of the question of the long-term viability
of the economy of Japan deprived of the raw materials
and markets of the Chinese mainland has been submitted
to the Council as NSC 125/5. Tentatively scheduled for
Council consideration on May 27.

Current Status: Draft reports on the subject prepared by

tion by the Planning Board on May 18, in the light of its

May 15 on the question of whether the U.S. should maintain
the status quo in the entire group of islands mentioned in
Article 3 of the Peace Treaty, or whether it should return

Current Status: Awaiting consideration by the Planning

left for subsequent papers.
Current Status: Awaiting reports on specific country situa-
tions in La n America from State (including especially
Panama, Argentina, Guatemala, Chile, Venezuela and Brazil).

Staff meetings on September 6, 1950 and February 23, 1951;

Origin: JCS memo (NSC 79) was circulated for Council in-
ro-r-mation and referred to the Staff. The Senior Staff on
September 6, 1950, designated an ad hoc group to draft a
report on (1) war objectives in the event of global war
and (2) such related questions as a statement of the con-
ditions the U.S. would be willing to accept for peaceful
settlement with the USSR and its satellites.
Current Status: Awaiting report on the first of the above
questions y ark ad hoc committee (designated by State,
Defense, JCS and CIA) based on its study of a preliminary
draft report prepared by the Policy' Planning Staff of
State (reference memo of January 14).

1. ORGANIZED EVACUATION OF CIVILIAN POPULATIONS IN CIVIL
DEFENSE

June 9, 1952)
Origin: On May 16, 1952, the Deputy Federal Civil De-
ense Administrator requested that a policy memorandum
on the subject, which the FCDA was proposing to issue
for the guidance of state and local civil defense forces,
be referred to the NSC for such comments or action as
was deemed appropriate (circulated as NSC 131).
Current Status: Awaiting further study by the Federal
Civil e ense Administration in the light of the discus-
sion at the Council meeting on June 18, 1952.
2. BASIC NATIONAL SECURITY POLICIES AND PROGRAMS IN RE-
(NM 149, 149/1 , 2, 20 4, 68/2, 135/3, Annex to
NSC 135/1, NSC 141, 142, 145; Memo for NSC, subject,
"Review of Basic National Security Policies", February
6, 1953; NSC Action Nos. 776, 768 and 779)
Origin: The Council at its meetings on April 22 and 28
amen ed and adopted NSC 149/1 subject to certain under-
standings (NSC Action Nos. 776 and 768). NSC 149/1, as
amended and adopted was approved by the President on
April 29 and issued as 149/2. The Council adopted the
reductions in the atomic energy program proposed in
Part II of NSC 149/1, with the understanding that: (1)
the Atomic Energy Commission will review the possibility
of further reductions as a result of the elimination of
the large ship reactor program and the aircraft nuclear
propulsion program, pursuant to Action 768-e; (2) the
Secretary of Defense will urgently review tfie military
requirements for atomic weapons in the 1i ht of the
revisions in the military program; and (3) the Atomic
Energy Commission will recommend revisions in its ex-
pansion program in the light of any changes in military
requirements resulting from (2) above (NSC Action No.
768 -f).
Current Status: Awaiting reports from the Secretary of
Defense and a Atomic Energy Commission pursuant to
NSC Action No. 768-f.

Origin: The Council on May 13 (Action No. 788) noted a
brief oral report on the subject by Mr. C.D. Jackson,
and directed the Psychological Strategy Board to submit
for Council consideration a plan for coordinated psycho-
logical operations based on Thailand.
Current Status: Awaiting a report from the Psychologi
M Strategy 13oard pursuant to the above action.
