QRIGIN: The Senior Staff agreed on January 29 to prepare
recommendations for Council consideration on several ur-
gent and immediate policy questions including this policy
question.
CURRENT STATUS: Awaiting consideration by the Planning
Board at its meeting on April 15 of a revision of the
report of March 17 being prepared by the Board Assistants.
2. UNITED STATES OBJECTIVES AND COURSES OF ACTIN WITH RESPECT
TO JAPAN

ORIGIN: In connection with the President's approval of
NSC 125/2, he directed that the general structure of a
U.S. program to implement the courses of action enumerated
in paragraph 7 thereof should, where suitable, be explored
by the Department of. State in consultation with the Depart-
ments of Defense and Commerce, the Office of the Director
for Mutual Security, the Office of Defense Mobilization
and other appropriate agencies, and that the main elements
of such a program should be reported back to the Council
at the earliest possible time (reference memo of August 7).
CURRENT STATUS: Awaiting revision of NSC 125 by the
Planning Board pursuant to NSC Action No. 761-.q to take
account of the question of the long-term viability of the
economy of Japan deprived of the raw materials and markets
of the Chinese mainland, Scheduled for consideration at
the meeting of the Planning Board on April 15. (See also

ORIGIN: Draft NSC determination of the U.S. national
security interests in the St. Lawrence Waterway was cir-

ORIGIN: On September 6, 1950, the Senior Staff discussed
NSC 79 and designated an ad hoc group to draft a report
to include (1) a statement of war objectives in the event
of global war, as recommended by the JCS, and (2) such
related questions as a statement of the conditions that the
U.S. would be willing to accept for a peaceful settlement
with the USSR and its satellites. On February 23, 1951,
the Senior NSC Staff agreed that the NSC 79 project should
be completed in two sections and that the section of the
above subject including a plan for reduction and regulation
of armaments and armed forces should be completed as a
matter of priority.
CURRENI_,STATUS; Awaiting continued discussion of the
subject at the April 13 and 20 meetings of the Planning
Board, in the light of recent Soviet peace moves, with a
view to preparing recommendations for Council consideration.

Planning Board at its meeting on April 24.

QRI-IN: The NSC, on February 25, 1953, after discussing
recommendations of the Department of State Panel of Con-
sultants on Disarmament contained in the report on the
subject (reference memo of February 4), referred the
report to the Senior NSC Staff, directing it, with the
assistance of Dr. Vannevar Bush, to report back to the
Council on possible means of carrying out the recommenda-
tions (NSC Action No. 725).
CURRENT ST: Awaiting preparation of a revision of the
report of April 2 by the ad hoc committee on the subject
in the light of the discussion at the Planning Board meet-
ing on April 10 and comments to be submitted informally
to the Committee by the Planning Board Members.

RQ IGIN: The Senior NSC Staff on November 27, 1951 agreed
that, in connection with but not necessarily as a part of
the Mediterranean and Middle East project (see NSC 129/1
and NSC 136/1), the Department of Defense should prepare
a study of the cost of the military effort in terms of
feasibility, time and material, and the forces required
to ensure the continued availability of oil from the
Bahrein-Qatar-Saudi Arabia area, and the Office of Defense
Mobilization should prepare a study of the economic
cost in terms of feasibility, time and material required
to offset the loss of oil from that area.
CURRENT STATUS.: Awaiting preparation by the Planning
Board of a report on the National petroleum program
(see project above).

Board at its meeting on May 15 on the basis of reports by

,QtSN: In a memo to the Executive Secretary of NSC,
February 14, 1953 (NSC 143) the President outlined a pro-
posal for a "Volunteer Freedom Corps", and requested that
it be scheduled for early study by the Council. The Council
approved in principle the proposal and agreed that an ad
hoc committee should study its feasibility and prepare a
detailed plan for its effectuation for Council consider-
ation (NSC Action No. 724).

ORIGIN: The Council on November 26, 1952 (NBC Action
No. 687-a) received a summary evaluation of the net capa-
bility of the USSR to injure the Continental United States
(reference memos of October 21 and November 25) prepared
pursuant to NSC directive (reference memo of August 30,
1951). A directive prepared by the Director of Central
Intelligence pursuant to NBC Action No. 687-b, to provide
the basis for a more adequate evaluation was concurred in
by the Council, approved by the President on January 19,
and issued as NBC 140.
CURRENT S TAM: Awaiting (a) summary evaluation of the
USSR's net capability to inflict direct injury on the U.S.
to be submitted by the Special Evaluation Sub-committee
by May 15, pursuant to NSC 140, and (b) further consider-
ation by he Council of the recommendation of the DCI con-
tained in paragraph 5-c of the memo of the DCI transmitted
by memo on October 21, as amended. (See NBC Action
No. 687-?c).

OFtIOINe On May 16, 1952, the Deputy Federal Civil Defense
Administrator requested that a policy memorandum on the
subject, which the FCDA was proposing to issue for the
guidance of state and local civil defense forces, be re-
ferred to the NBC for such comments or action as was deemed
appropriate (subsequently circulated as NBC 131).
CUR ENES TUS: Awaiting further study by the Federal Civil
Defense Administration in the light of the discussion at the
Council meeting on June 18, 1952.
