August 30 1951). A directive prepared by the Director
of Central Intelligence pursuant to NSC Action No.687-b,
to provide the basis for a more adequate evaluation was
concurred in by the Council, approved by the President
on January 19, and issued as NSC 140.
Current Status: The report of the Special Evaluation
Subcommittee prepared pursuant to NSC 140 has been cir-
culated as NSC 140/1, and is tentatively scheduled for
Council consideration on June 4.

Origin: The Planning Board on May 6 discussed the subject
and agreed that preliminary work should be initiated with-
in the departments and agencies concerned on existing and
proposed programs, with costs in each case, in anticipation
of preparation of a draft report after receipt of the
report of the Special Evaluation Subcommittee (see project
in Section II-C above) and the Department of Defense Ad
Hoc Study Group on Continental Defense.

preparation of revised terms of reference for a Continental
Defense Committee of the NSC Planning Board.

1. ORGANIZED-EVACUATION OF_CIVILIAN POPULATIONS IN CIVIL
Ref: -Council - NSC 131 and 131/1; NSC Action No. 651; Memo,
June 9, 1952
Orin: Un May 16, 1952, the Deputy Federal Civil Defense
Administrator requested that a policy memorandum on the
subject, which the FCDA was proposing to issue for the
guidance of state and local civil defense forces, be refer-
red to the NSC for such comments or action as was deemed
appropriate (circulated as NSC 131).
Cogent Status: Awaiting further study by the Federal
Civil Defense Administration in the light of the discussion
at the Council meeting on June 18, 1952.
2. S NATIG AL SECURITY POLICIES AND PROGRAMS I V QN
lu_THEIR COSTS
Ref: Council - NSC 149/2; NSC Action Nos. 768 and 779
Q: The Council at its meetin gson April 22 and 28
amended and adopted NSC 149/1 subject to certain under-
standings (NSC Action Nos. 776 and 768). NSC 11+9/1, as
amended and adopted was approved by the President on
April 29 and issued as 149/2. The Council adopted the
reductions in the atomic energy program proposed in Part II
of NSC 149/1, with the understanding that: (1) the Atomic
Energy Commission will review the possibility of further
reductions as a result of the elimination of the large
ship reactor program and the aircraft nuclear propulsion
program pursuant to Action 768-i;(see also NSC Action
No. 779); (2) the Secretary of Defense will urgently review
the military requirements for atomic weapons in the light
of the revisions in the military program; and (3) the
Atomic Energy Commission will recommend revisions in its
expansion program in the light of any changes in military
requirements resulting from (2) above (NSC Action No. 768-.C).
Culrent Status: Awaiting reports from the Secretary of
Defense and the Atomic Energy Commission pursuant to NSC
Action No. 768-i.

Origin: The reference progress report on the subject (see
also Section II-C above) advises that the Department of
State considers that NSC 67/3 has, in some respects, been
overtaken by events, and that a new draft is under pre-
paration for submission for the consideration of the Council,
which will reflect conclusions drawn from the outcome of
the Italian national elections to be held on June 7, 1953.
Current Status: Awaiting preparation of a draft report by
State.
