PROJECTS._ UNDER_._C_QNS_IDERATION B At the direction of the President, a letter to the President on the subject from the Chairman, Atomic Energy Commission to- gether with its attachments has been circulated as NSC 145 and is scheduled for discussion as item 1. The Chairman AEC, and the Director, Bureau of the Budget, are being invited to parti- cipate in Council action on NSC 145. NIFICANT DEVEL OPMEN' For discussion of the subject in the light of an oral briefing by the Director of Central Intelligence. Scheduled as item 2. The Council at its meeting on March 4: (a) Agreed upon the text of a Presidential statement on Stalin's illness, subsequently released to the press; (b) Agreed that, as a matter'of high urgency, the following reports should be prepared regarding the effect of Stalin's passing from power with particular reference to the effect on Communist China and 11ugoslavia: (1) A new intelligence estimate by the Central Intelligence Agency; (2) a statement of the policy implications by the Department of State; and (3) a plan for psychological exploitation of this event by the Special Assistant to the President for Cold War Operations, assisted by the Psychological Strategy Board and its staff (NSC Action No. 728). This subject is scheduled for discussion as item 3 on the basis of reports by CIA, the Department of State and the Special Assistant to the President for Cold War Operations, prepared pursuant to NSC Action No. 728. The Senior Staff at its meeting on February 3, discussed the subject and agreed that the reports on the Far East to be prepared for Council consideration should consist of: (a) an over-all report covering U. NSC STAFF PROJECTS (SENIOR STAFF) (Corot!d) T IO S,_ .OR A PEACEFUL SETTLEMENT WIT1J THE USSR (Memo for Senior NSC Staff from Executive Secretary subject "Armaments and American Policy", dated February 4 1953; Re- cords of Senior NSC Staff Meetings, September 6, 1950 February 23 and May 24, 1951 and January 27 and 29 1539 NSC 79; NSC 112; NSC Action No. 725; Memo for NSC from Execu- tive Secretary, subject, "United States and Allied Objectives in the Event of Global War", dated September 6, 1950) On September 6, 1950, the Senior Staff discussed NBC 79 and designated an ad hoc group to draft a report to include (1) a statement of war objectives in the event of global war, as recommended by the JCS- and (2) such related questions as a statement of the conditions that the U.S. would be willing to accept for a peaceful settlement with the USSR and its satel- lites. On February 23 1951, the Senior NSC Staff agreed that the NSC 79 project on United States and allied war objectives should be completed in two sections and that the section on the above subject including a plan for reduction and regu- lation of armaments and armed forces, should be completed as a matter of priority. Report by the Secretaries of State and Defense in connection with the plan referred to above, adopted by the Council and approved by the President as NSC 112 on July 19, 1951. On July 10 1951, the Senior NSC Staff noted that NSC 112 was the first step toward completion of this project and that further work would proceed in the light of Council action on NSC 112. The Senior Staff on January 29 agreed to prepare recommenda- tions for Council consideration on several urgent and immediate policy questions, including reconsideration of NSC 112, "The United States Position with Respect to the Regulation, Limitation and Balanced Reduction of Armed Forces and Armaments". Report on "Armaments and American Policy", recently. submitted to the Secretary of State by the Department of State Panel of Conw- sultants on Disarmaments was transmitted by the reference memo of February 4 for the in.l'ormation of the Senior Staff in con- nection with this project (see project just below). The Senior Staff on February 12, discussed the report on "Armaments and American Policy" and agreed that NBC 112 should be reviewed by the Senior Staff in the light of the Consul- tants report, with a view to the preparation of recommenda- tions on the subject for Council consideration. The Council at its meeting on February 18 agreed to explore between now and the next UN General Assembly meeting in September the possibility of a new U. S. proposal on disarmament (NBC Action No. 717-n). Awaiting review of NBC 112 by the Senior Staff. The Council on February 25 discussed the recommendations of the Department of State Panel of Consultants on Disarmaments con- tained in this report, and referred the report to the Senior Staff, directing it, with the assistance of Dr. Vannevar Bush, one of the Panel, to report back to the Council on possible means of carrying out the recommendations (NSC Action No. 725). The Senior Staff on March 2 discussed procedure for preparing the report called for by NSC Action No. 725 D and constituted an ad hoc committee, composed of State, Defense, AEC, CIA and PSB re resentatives (with Civil Defense participation as re- quired), to consult Dr. Bush and prepare an initial draft re- port for consideration by the Senior Staff with the participa- tion of Dr. Bush. Interim report on the subject (NBC 97/1), prepared by the NSC Staff based largely on studies by 0DM and PAD, was amended by the Council and submit- ted to the President on December 12, 1951 (NSC Action No. 592). The President on December 13 1951, approved the Interim Recom- mendations contained in NSC W1, as amended, and directed their implementation by all executive departments and agencies of the U. S. Government under the coordination of the Director of Defense Mobilization. Report as amended subsequently Issued as NSC 97/2. Report by the Senior State Member on developments is foreign countries in connection with planning for petroleum alloca- tions and rationing was circulated for Senior Staff informa- tion by the reference memo of July 24. At the request of the Senior ODM Member, a report on a world- wide petroleum program to fuel a major war prepared by PAD at the request of the Director of Defense Mobilization (PAD. Re- vow port No. 435), was transmitted by the reference memo of Decem- ber 22 for the information and use of the Senior Staff as the basis for a re-examination of NSC 97/2. The Senior Staff at its meeting on January 27, referred this project to the Staff Assistants for preparation of a report for Senior Staff con- sideration.
