2. PROJECTS UNDER CONSIDERATION BY THE NSC
THE SITUATION WITH RESPECT TO BERLIN
The NSC has considered and taken various actions on the Berlin
situation over the past several months (see NSC Actions Nos. 118,
113, 109, 92, 84 and 77). It has noted the views of the JCS on
U. S. military courses of action with respect to the situation in
Berlin (NSC Action No. 87 on NSC 24). This subject is under con-
tinuing consideration by the Council. At its 21st Meeting, Sep-
tember 16, the Council agreed that the Department of State should
prepare a draft report for reference to the NSC Staff on the posi-
tion of the U. S. with respect to Germany in the event that the
current negotiations are unsuccessful. At its 22nd Meeting, Sep-
tember 30, the Council directed the NSC Staff to prepare for con-
sideration at its next meeting, a report on U. S. courses of action
in the event of partial or complete interruption by the Soviets of
the airlift to Berlin. Council awaiting latter report from the
Staff, scheduled as Item 2 on the agenda for the meeting on Thurs-
day, October 7, 1948. (See Section 4 for current status.)
U. S. POLICY TOWARD JAPAN
(NSC 1371)
Study of this subject submitted by the Department of State for the
information of the Council, distributed as NSC 13, June 2, 1948.
On the basis of this study and a report by the Army on "Limited
Military Armament for Japan" the Staff prepared a report for con-
sideration by the Council (NSC 13/1). This report included the
divergent views of State and Army on reparations. At its 22nd
Meeting, September 30, the Council adopted certain amendments and
noted the views of the JCS but deferred final action until the
next meeting pending further consideration of certain portions by
State, Defense and Army. (See NSC Action No. 117.) Scheduled as
Item l on the agenda for the next meeting on Thursday, October 7,
1948.

U. S. ARMED FORCES AT TSINGTAO

Memorandum on this subject submitted by the Secretary of Defense
for information of the Council, distributed as NSC 11, May 24.
Draft report prepared by Staff and presented to the Consultants on
June 11. Changes recommended by State, Army and Navy were con-
sidered by the Staff and a split report returned to the Consultants
on July 6. The Consultants recommendation that final action be de-
ferred until approximately August 15, 1948 was approved by the
Council at its 15th Meeting, July 15. At its 17th Meeting, Au-
gust 5, the Council directed the Staff to consider this subject in
conjunction with its study of NSC 22, "Possible Courses of Action
for the U. S. With Respect to the Critical Situation in China".
At its 22nd Meeting, the Council discussed recent developments in
the Shantung Peninsula and agreed that the Departments of State
and Navy would confer concerning U. S. action with respect thereto.
Awaiting report by the Departments of State and Navy, Scheduled
as Item 4 on the agenda for the next meeting on Thursday, October
7, 1948.
RESPONSIBILITY FOR ECONOMIC WARFARE
In response to the suggestion of the Secretary of Defense, the
Chairman, National Security Resources Board, has been requested
to report to the Council on the responsibility for planning eco-
nomic warfare and for conducting economic warfare in time of war.
Council awaiting report by Chairman, NSRB for consideration as
Item 3 on the agenda for the meeting on Thursday, October 7, 1948.
IMPLEMENTATION OF NSC PAPERS
Memo for SC from Executive Secretary, same subject, dated
August 2, 1948)
Memorandum from Under Secretary of State requesting Council ap-
proval of procedure for implementation of NSC papers recommended
therein. Amendments submitted by NSRB, Defense, Army and Air
circulated to Council members by memo of September 1. An ad hoc
committee designated by the Council, approved a revised procedure
which was submitted to the NSC members for consideration by
memorandum of September 22, 1948. Approved by State, September 22;
Defense, September 23; Army, September 30; Air, September 29; and
NSRB, September 27. Awaiting action by Navy.

FRENCH NORTH AFRICA

Study of this subject submitted by the Under Secretary of State for
the information of the Council distributed as NSC 12, May 28. On
the basis of this study, the NSC Staff prepared a report on North-
west Africa for consideration by the Council, presenting it to the
Consultants for concurrence on June 21. Concurred in by Navy, July
6; by Air, July 7; by NSRB, July 12. State changes of August 4 and
Army change of July 6 incorporated in a revision submitted August 4
for further consideration by the Consultants. Army changes submit-
ted August 30, Staff revision of August 31 concurred in by all
Consultants except State.

Memorandum by the Secretary of Defense suggesting that the Depart-
ment of State draft an initial statement of the risks, objectives
and measures related to the national security for consideration by
the Council as a matter of highest priority. At its 17th Meeting,
August 5, the Council agreed that the Department of State would
prepare a report on the risks and objectives for Council considera-
tion. On the basis of the completed report, the NBC directed the
Staff to recommend specific measures to achieve the national secu-
rity objectives. Two draft studies, NBC 20/1 and NBC 20/2, sub-
mitted by the Department of State and ORE 60-4+8 submitted by CIA,
served as the working basis for a draft report on risks and ob-
jectives, submitted to the Consultants on September 29. The
Staff is now giving preliminary consideration to specific measures
required to obtain the objectives,

3. Armed Forces at Tsingtao". At its 22nd Meeting the Council
noted that the Department of State would submit a draft report
within a few days to the Staff.

At its 19th Meeting the Council requested the Sec~-etary of the Air
Force to prepare for Council consideration specific recommendations
as the basis for negotiation of matters with respect to Greenland
and Spitzbergen. Implementation of a portion of NSC 28/1 (par.
12-b) deferred pending Council action on the above requested re-
port. Report by the Secretary of the Air Forces circulated to the
Council for information on October 4 and referred to the Staff for
consideration. Awaiting Staff report.
COORDINATION OF INFORMATION MEASURES

An amendment to NSC 4 with respect to planning responsibilities
for wartime implementation of NSC 4, in the light of. Council action
on the NSC 10 Series, is being prepared by the Department of State
for consideration by the Staff.

At its 19th Meeting the Council requested the Secretary of the Air
Force to prepare a report for Council consideration on the Turkish
position with reference to U. S. security interests in the Middle
East and to the Greek and Turkish Aid Programs. Awaiting report
from the Secretary of the Air Force.
SECURITY OF STRATEGICALLY IMPORTANT INDUSTRIAL OPERATIONS

At its 19th Meeting the Council directed the Director of CIA to re-
fer to the Office of Special Projects the problem of a specific
plan for the security of strategically important industrial opera-
tions in Venezuela, and to report the plan to the Council. Await-
ing report from the Director of CIA.
THE INTERNAL SECURITY OF THE UNITED STATES
Memo for NSC from Executive Secretary, same subject, dated
August 26, 1948, reference NSC 17/2)
At its 17th Meeting, August 5, the NSC approved the Conclusions of
NSC 17/1 and directed the Executive Secretary to submit appropriate
recommendations. The report of the Executive Secretary, NSC 17/2,
was considered by the Council on August 19, when the Council agreed
that consideration of subject be'referred to SANACC. A directive
to SANACC approved September 16, 1948 by the NSC members, including
the Secretary of the Treasury and the Attorney General, requests
SANACC to prepare appropriate studies and recommendations on the
problems of internal security, take final action within the limits
of its authority, and make recommendations to the Council on prob-
lems requiring Presidential consideration. SANACC is to report
to the NSC the results of its action on the problems considered
by SANACC. Awaiting reports from SANACC,

6. DEFERRED PROJECTS
THE POSITION OF THE U. S. WITH RESPECT TO CHINA
The Secretary of Defense requested study by NSC on January 15, 1948.
January 20 the Department of State was requested to prepare a study
for NSC consideration. A study on short-term assistance to China
was submitted by the Department of State and a report drafted by
the Staff on March 8. It was amended by the Consultants and the
revision submitted to the NSC as NSC 6 on March 26. At its 9th
Meeting, April 2, 1948, the NSC agreed no action on this report
was necessary since it had been overtaken by events. The Depart-
ment of State is continuing preparation of a report on the over-
all position with respect to China as originally requested. Fur-
ther action deferred pending receipt of this report from State.

At its 17th Meeting, August 5, the NSC reviewed and discussed this
problem but deferred further action pending the results of negoti-
ations by the Department of State referred to in this report.
NATIONAL SECURITY OBJECTIVES OF THE UNITED STATES
Study initiated by NSC Staff December 2, 1947 as a long-term pro-
ject. First draft issued February 25, 1948. Further considera-
tion has been deferred until after NSC action on NSC 7 and the
NSC 20 Series.
THE POSITION OF THE U. S. WITH RESPECT TO THE MEDITERRANEAN AND
THE NEAR EAST
On December 12, 1947 the Consultants advised preparation of a re-
port on this area by the Staff. First draft issued March 2, 1948.
Further consideration of the report has been postponed at the re-
quest of the Department of State, pending the outcome of current
developments in this area.
