StjBJECT: Procedure, War Department Intelligence Plan,
1. PLAN:
a. The War Department Intelligence Plan is a statement of War
Department strategic intelligence needs prepared by.the Military.Intelli-
gence Division in collaboration with other W". Department General Staff
Divisions, Special Staff Divisions and Major Commands. The EEI have been
approved: by the - Chief' of Staff, U. ,S.
b. Responsible agencies receiving the War Department Intelligence
Plan will take action for its implementation as indicated below.
2. ACTION:
(1) The Director of Intelligence, MIS, will prepare and
maintain the War Department Intelligence flan and transmit it to the
Director of Information for forwarding to collecting agencies. ;
b. Collection of Information.
(1) Upon redeipt..of the Plan, collection and transmittal of
information to fulfill'inte'lligence requirements set forth in the Plan
will be automatically initiated by collecting agencies without instructions
from MIS, Washington. 'f'or example, Special Study entitled "The Chinese
Communist Army" requires the Military Attache, China, and Qther`cgllecting
agencies in that area to take immediate steps to provide necessary infor-
mation as determined by the 'scope of the study.
(2) Simultaneously a survey will be made of available infor-
mation and intelligence pertinent to each research desk's mission under
the Plan. Based upon such survey each desk will prepare Requests for
Information to obtatr} required information and to provide additional
guidance to the collecting agencies.

c. Production of Intelligence.
(1) Upon receipt of necessary information and within deadlines
established by , the-Var ?department Intelligence Plan, the Research Desks, MIS,
will produce Special Studies as sect up by the Intelligence Plan and intelli-
gence projects growing out of the Intelligence Plan.
(2) Specialists, MIS, will guide researchers in the r'e4t1esting
of'information and production of intelligence to insure that intelligence
needs established by the War Department Intelligence Plan ate'i.'ulfilled and
that intelligence produced is authoritative, complete, timely and egnsonant
with the objectives of the- Plan..
d. Dissemination of Intelligence.
(1) The Director of Intelligence will disseminate 9petiai
Studies and Projects, as produced, to all interested agencies.

ligenee Digest (SID)
(1) Maintenance of--the Strategic Tntel:l~gence Digest when
established is a continuing obligation upon all ?agencies of MIS, both in the
field and in Washington. Procedures to fulfill such obligation will be
established in detail by-separate Memorandum.
