SUBJECT: FBI Membership on Jigsaw Committee
Herewith is our suggested reply to the FBI, and also
Mr. Babbitt's
The reasons for our changes are:
FBI merely expressed a desire to withdraw.
We think that this is probably the one committee to which
FBI could really contribute if it would.
We think our letter requires the FBI to do more than err
a desire i.e., to actually withdraw if it wishes to do so
our explanation.
If it does actually withdraw, we think that then this t ith-
drawal should be reported to the IAC, with informatior. copy to
the NSC Executive Secretary.
Mr. Babbitt is not opposed to our approach but his leter
is also submitted as we understand it was discussed with yon
before it was written.
