Subject: Monitoring of news services by FBIB
Reference: a ICAPS memo on subject dated 20 May, 1947
1. Reference a has been submitted for General Counsel's
comment. He concurs fully in the recommendation that this
monitoring service (X wire service) be restricted to internal
CIG requirements (ORE).
2. It is therefore requested that the Assistant Director
for Operations be instructed immediately to discontinue the
dissemination of the X wire service-to all present addressees
except ORE, and to notify them that this discontinuance is
necessitated by external restrictions placed upon CIG.
3. A later memorandum to the member agencies will be
submitted by ICAPS inviting their attention to the proposal
made by the Associated Press to subscribe to the local service
now being monitored by FBIB.
