SUBJECT: Organization of Task Panel "A"
1. Task Panel "A" has been organized for the accomplishment of Item. II
0 of the List of Problems for the Director and Staff in Order of Work
Priority? 10 Au. st 1951 (Psychological Strategy clans for Lost Armistice
contingencies xorea7).
2. A copy of the Terms of Reference is attached.
3. The ,pup was organized and began work 6 August and has been
meeting daily since. Necessary arrangements for the basic; papers required
by the Task Lanel have been made.
4.

global application in the following order of contingencies:

2. Objectives:

a~ To ensure that the policies, attitudes and :actions of the
United Nations (as they reflect ti-hose of the United States
with respect to the initiation and condi;s,t of the rero:tiations
are nut forcefully before the world,
b., Concurrently, to vigorously and persuasively undercut the anti-
cipated Comnun?_st propaganda and agitation with respect to
the issue4,
c. To prevent relaxation in the attitudes, actions and c:n:riabilities;
of the free world, insofar as these are affected by the course
of ti-.e negotiations,
a. To further the early and favorable completion of the negotia-
tions by the application of the total psychological operations
means available to the United States..
b:., To ensure that the policies and. actions of the United Nations
(as they reflect those of the United States) with respect to
the initiation and conduct of the negotiations are nmi.t force-

United Nations (as they reflect those of the United States)
with respect to the initiation and conduct of the negotia-
tions is put forcefully before=, the world.
b. Concurrently, to vigorously and persuasively undercut the
anticipated Communist propaganda and agitation with respect
to the issue.
c. To'prevent relaxation in the attitudes, actions and capabili-
ties of the free world, insofar as these are affected by the
course of the negotiations.
d. To ensure that the United Nations and the United States are
credited before the world with responsibility for the successes,
and the Soviet Communist. regime is charged with responsibility
for the failures.
These plans should be clearly focussed upon the problem and objectives
stated above. rsychological strategy plans of a wider scope are concur-
rently under survey.

As the first important task, I have had my staff pre' are for your con-
sideration a list of the probls=ns in the field of psycholo;;ical strategy
which are troubling your departments.
Time has not permitted a full staff survey, however, we have obtained
from the areas of your departments responsible for ;psychological operations
lists of the problems which tie.),. feel require examination by In addi-
tion., my staff, who have been generously loaned to me -by your departments,
have examined these lists in the light of their own personal knowledge of
the problems which are vexrz ng therm
I have had this list organlzed so as to reflect both -:,heir relative
importance to the cold war effort, and a workable order of handling by the
staff, taking into conside:t ati on the phased growth of the staff and the
capabilities of the departments to furni ah personnel assistance to the
staff 0
This list reflects a caution I gave my staff which is of great concern
to me. In my many talks wi tx, ,.hose in ;, asiiington about th state of our
nsychologtcal effort., I have came upon many nrohierrs whic are imprediate,
are serious and are not being-. dealt with as effectively as they might be,

each of these. But as I see It, these Problems must not be accer ted by the
boar; and staff with-.out care-al consideration of the effect that this may
lave upon the solution of tie 'hoard's longer range -'roblems in a systematic

I find that the problems coming; wk{:~in the purview of ASP fall into
four general categories,

require implementation planning,
