MEMORANDUM OF INFORMAL PSB MEETING, APRIL 23, 1953.
Place: Office of the Director of Central Intelligence.
Present: Messrs, Jackson, Smith, Dulles and Morgan.
A e a,,,eThe reaction to the Presidentts speech was discussed,
and it was suggested that the Tass account highlighted the disarmament
paragraphs with a view to subsequent Soviet exploitation, The vividness
of some reported Satellite react:;ions, notably in Hungary, was commented
on and the Working Group (Stalin) was asked to study possible exploita-
tion, General Smith described matters which the Department of State
has underway as a follow-up on the President's speech.
kaen Item . With reference to the expected food shortages in Hungary,
some of the pros and cons relevant to possible offers of relief were
discussed and I was asked to undertake appropriate staff consultations
on the matter.

Communist manipulation of the returning POWs in Korea was discussed
and it was agreed that Mr. Jackson would get in touch with Mr. Godel for
Mr. Eyes on certain aspects of the problem and would also undertake to
secure appropriate publicity,
Possible psychological advantages to be gained in connection with
the President's request for an emergency immigration act were discussed
and Mr. Jackson agreed to follow up.
With reference to the East German Youth problem, General Smith said
that Mr. Conant and others recommended that no further burdens be put on
the Federal Republic in this connection at least until after the
elections. It was suggested, however, that the President's request on
immigration be studied with this problem also in mind.
