Radio Faci liLties for U.S. rammin~- to China and Korea The Board approved a proposal to make full power tests of trans- mitter with the understanding that if the tests disrupt other essential electronic services in the area, they will be immediately discontinued. The Board also agreed that unified coordination. of radio broad- casting to Korea is needed, and discussed the diplomatic and military considerations involved. It appointed a committee of Mr. Phillips (State), General Erskine (Defense), and Mr. Hamilton (MIA) to work out a mutually acceptable plan for such coordination, subject to the proviso that during the next 90 days every consideration must be given to protecting the prerogative of the military commander with regard to protecting the security of the troops for which he is responsible. If the plan developed by the committee is concurred in by the three principals concerned, it is to go into operation without further reference to the Board. With regard to Syngman Rhee's request for aid in building new radio facilities in South Korea, it was felt that the matter should be given "sympathetic consideration", but no decision taken for the time being. Agenda Item 3 is covered in a separate memorandum. Agenda item 4. Other Business The Board again expressed its firm opposition to the use of Federal troops to control the "wetback" problem. I called the Boardts attention to the early NSC deadline on the study of U.S. prestige (NSC Action $67) and pointed out that it would probably be impossible for the Board to meet this deadline in view of the time reportedly required by CIA for completion of its estimate.
