I think that you should discuss with General Smith the question of whether the present viola- tion is sufficiently serious to require a position that 25X1 should be excluded from the other panels* CIA has had -siderable experience in dealing and I am sure 25X1 that General Smith has an informed judgment as to whether, from CIA's standpoints at least., it would be necessary for someone to request Mr. Harriman to exclude from this 25X1 area., It seems to me that if anybody takes s step, it should be the General who does it. 2. NSA Assistance in Drafting Proposed Legislation for Escapee Programs. The main facts here are as follows: (a) The strong view given Mr. Dulles by the House Foreign Affairs Committee that escapee matters be handled through amendments to the Mutual Security Act and the request by them for guidance as to the substane (b) The Bureau of the Budget's proposed bill containing a mixture of immigration and escapee matters. You have suggested to the Bureau of the Budget that the escapee matters be handled not through that bills. but through amendments to the Mutual Security Act of 1952. Copy of your comment is attachment A. (c) The agreement by all hands at Wednesdayts staff meeting `~-- that this guidance should be supplied by developing informally a draft which would be handed informally to the Committee. I With this in mind, I suggest that you remind the General of these facts, and suggest that MSA assistance in preparing NSC review(s) completed. Collateral to the above is the general question of NSA and Harrimants office participa. tion in PSB work. I am not referring to the "membership" question but to the issue of whether Mr, Harrimants office is the right place for us to look exclusively fir the integration in our work of the resources under the control of MSA. As you know as taken the position that he is 25X1 the exclusive Point of contact for both MBA and ODMS. There is a strong growing feeling in MSA that since the programming and operations for a good deal of our foreign economic activity is accomplished in MSA rather than in ODN9 Staff representa- tion on such plans a or example, should come from the 25X1 former rather than the latter; and that the F--nonopoly 25X1 should be broken, It seems to me that you might pass this sentiment along to the General as a matter of general information. C. I have examined the draft act entitled "The Special Migra- tion Assistance Act of 1952" and have the following comments in response to your request of March 7, 1952. As you are aware, the Psychological Strategy Board is direct- ly concerned only with Title II of the act which provides for the care and utilization of escapees. The comments which follow are, therefore, made from the standpoint of this interest. As a general comment,, I seriously question the advisability of using this act as a means of obtaining the legislative authori- zation required for the future care and utilization of escapees. I, therefore, recommend, first, that Title II be dropped from this act and, second, that necessary amendments be provided in the proposed Mutual Security Act of 1952 for this purpose. These suggestions are made for several reasons. In the first place, since the PICP* Program for the transportation and resettle- ment of migrants is already provided for in the Mutual Security Act legislation, it would be most logical to include in the same bill legislation covering the directly related escapee program. In the second place, the escapee program is a foreign affairs matter which would presumably be considered by the House Foreign Affairs Com- mittee. The immigration program in Title I of the proposed act is, on the other hand, a matter which would come before the Judiciary Committees, Although we have every reason to believe that the House Foreign Affairs Committee would be most favorably inclined to the escapee legislation, we understand that there is good rea- son to anticipate opposition to the Title I provisions, particular- ly in the Senate Judiciary Committee. If this is so, the Committees would be acting at cross purposes and the legislation might not be enacted. Approved For Release 2008/04/08: CIA-RDP80RO1731 R003300190031-6 Approved For Release 2008/04/08: CIA-RDP80RO1731 R003300190031-6 Finally, the House Foreign Affairs Co mittee has already been thrroughly briefed on the program outlined in Part I, Title 119 ayd in expressing strong support for this program, has urged that t be provided for in the Mutual Security Act. If this action is taken, I suggest, for obvious reasons, that the language concerned with the resettlement of escapees in the United States be included in Title I of the act. We are now considering with representatives of the interested agencies the substance of the legislative authorization which should be sought to cover the future escapee programs, and. I hope that within the next week agreement will have been reached on this ques- tion. In the meantime, I suggest that, in any legislation in which it might appear, the substance of Part II, Title II should be drafted in more general language than in the proposed bill. This change would be for the purpose of providing the necessary authority and at the same time avoiding a commitment to programs in such specific terms. As you are aware, these programs are now under review in connection with Phase B of this Board's planning efforts, and it will be some time before any realistic estimate can be made as to the most desirable form which they should take. How- ever, I believe that within the next week or ten days, the agencies concerned will have agreed on suggestions as to the authorizing language which should be proposed. Sanger (The Principal Department of State Member of Panel "H") as Chairman of Panel "H11. Captain Richard N. Antrim, USN and Colonel Paul C. Davis, AUS,, are the respective Executive Secretaries. Mr. Taylor has discussed these assignments with Mr. Sanger, 25X1 who have quite willingly accepted the chairman While I consider this arrangement most suitable for the expeditious development of the South East Asia and Middle East Plans, I should like to emphasize that I do not believe this action should be looked upon as establishing a precedent for the assign- ment of the chairmanship of all PSB Panels. I have found in the past that since I can make members of my staff free to devote practically their full time to planning panels, and since they are in a position to be intimately familiar with the role, procedures and objectives of PSB, as well as with the background leading to the establishment of planning requirements, it is in many cases best to designate a PSB Staff member as chairman.
