Attached hereto is copy No. 33 of emergency plan
approved by this Board and to become effective immediately upon
break-off of the current Korean Armistice negotiations, I
understand that CIA, State and Defense are now preparing opera-
tional plans in accordance with the allocation of responsibilities
set forth in the general plan,
For your information, I have sent the plan, together with
Annexes (A) through (F), to Mr. Barrett as Chairman of the Psycho-
logical Operations Coordinating Committee, with the request that
he arrange. through the Committee to monitor and coordinate the
overt implementation of these annexes. I think it will be helpful
to our Office of Coordination if similar action to coordinate the
operational planning under Annex (G) is taken through a PSB panel,
chaired by ADPC, and made up of the consultants appointed pursuant
to NSC 10/2. This panel will be assisted as necessary by our Office
of Coordination. I will appreciate it if you will let me know
whether this is an appropriate and practicable procedure.
In view of the present status of the negotiations, I will be
grateful if I can be informed as soon as possible by the Panel
Chairman that the operational planning has been accomplished. If
it becomes necessary to put the plan into operation a progress
report, within a reasonable time thereafter, should also be made
by the Panel to this Board,
