June 3. 1953. The State Department wa3 unwilling to give its approval until
i~ pager had been extensively reworded, the results of which are contained
in the attached draft being circulated again for vote slip action by the
member agencies.
2. In your original approval letter you requested the insertion of
the word "abroad" in the first sentence of Annex B and suggested that another
term might profitably be found to replace "International Doctrinal Institute.'"'
The new version of Annex B complies with your request. The main paper con-
tains many instances of rewording but only two substantial changes, one of
which, by deleting references to the International Doctrinal Institute,
accomplishes the purpose of your disagreement with the former draft. The

3. Since the new draft is fundamentally the same as the original draft
and since your suggestions have been incorporated in the new draft, a letter
indicating your approval of the plan and the annex is attached for signature
and transmittal to the PSB. The new draft also recommends that CTA give
high priority to all activities supporting the objectives of this program
and for this reason it was felt the second sentence of the approval letter
should be added to emphasize the fact that the high priority called for is
not to be construed as an overriding one.
