MEMORANDUM FOR: The Honorable

SUBJECT: Implementation of PSB D-33, the U. S.
Doctrinal Program
1. In discharging my responsibilities under Paragraph 5(a)(1)
and (2) of PSB D-33 for the coordination of the U. S. Doctrinal
Program, may I suggest, on the basis of our past experience with
other PSB approved plans, that the Central Intelligence Agency
designate a substantive officer at a responsible level to work with
the designees of the Department of State., the Department of Defense,
the Mutual Security Agency, and with an officer of the EBB staff in
coordinating the initial implementation of this Program. During this
initial phase, the terms of the plan provide that the coordinating
designees will examine and explore the feasibility of the various
special undertakings set forth in Paragraph 5(a)(2) of FSB D-33-
2. Under this procedure, the officer designated by the Central
Intelligence Agency would have the responsibility of:
(a) being fully informed concerning the preparation of
the Central Intelligence Agency's supporting plans,
and acting as the Agency's point of contact in the
coordination of plans in support of the U. S. Doctrinal
Program.
(b) consulting occasionally with other agency representatives
to:
(1) resolve contradictions or conflicts and close
gaps found in supporting plans.
(2) agree on the priorities and phasing of these
supporting plans.
(3)
agree on periodic reports to the Director of PSB
on the implementation of PSB D-33.
