Please permit me, as a civilian citizen of the United States,
to make a suggestion that might be helpful to our plan of National
Defense.
It appears probable that sooner or later hostilities will
break out between the United States and Russia. When that time comes
we must be prepared to gain swift control of that mos'; vitally
strategic area on the -:'estern ,order of Russia -- the Re-public of
Finland.
This little country and its patient, bard w:)r?kin_g people
have fought for centuries to protect t:aemselves from Russian domination.
They are even now patiently waiting to be rescued Troia their oppressors.
The sentiment of the people is overwhelmingly -anti-Communist. They
are trying hard to meet the unreasonable and pitiless d.emL_nds of the
Soviet Government and hoping that the United States or perhaps the
United Nations will soon liberate them.
It seems urgent, to me, that we send our agents to Finland
at once to obtain inforiq( tion and to prepare the ray or swift
military action when the emergency has to be met. If you need some-
one 4ho `ias contacts over there and who sneaks their :LC.nt ua-e, I
should be glad to help. I am a time study engineer ith a rather
extensive background of experience in steel, automotive, and chemical
plants. I am employed by the but could probably
be spared for a limited period.
