He noted also that he had sent a copy to the Chief of Information of NATO but because of the Lisbon meetings was not surprized that STAT he had heard nothing of it. I told him that the memorandum was being studied by those concerned in this Agency and that I knew nothing of their views as to whether it was a valuable suggestion or not.
