We are attaching a memorandum dated 22 October 1953 from tho Chief, to the /P, subject: "CIA Intelligence Support for OCB Psychological Warfare Projects", which describes a procedure recently developed in conjunction with Dr. Craig of OCB and the AD/OIC for thy: provision of intelligence support to OCB by DD/I and DD/P elements of Cle 2. This office has been instructed by the Chief of Operations, DD/ T.1, to prepare a DD/P publication incorporating the portions of this menloramtiLn which are necessary for the guidance of DD/P elements. 3. In view of your designation as OCB Assistant for CIA (see copy o referenced memorandum and Notice, forwarded to you on 27 November 19t 3), may we request that you review the attached paper and indicate:- a. Whether such a procedure as described would be affected by the provisions of the referenced draft Notice; b. Whether you concur in the procedure described, or whether modifications are required; and e. Whether issuance of an appropriate A&eney Notice or Regulation is desirable. The national operations plans for psychological warfare operations drain up by the 0CB invariably include provisions for extensive intelligence support from CIA as well as the other SAC Agencies. Some of this support can be rendered by DDP elements, but the major demands to support these plans are made on the o.:'fiat.s of DDI. A present case in point is the OCB National Operations Pan dated l!. October 1953, to exploit the Communist BW hoax and .:oia, mistreatment of American vnw r -=st r is project. As in ',lie case of the various PSB projects in the past, the DDP delegate sits as; representative of CIA. T'hus' the 0rB staff and other panel rneribers have relied on the DIP representative for all matters affecting CJQ - including those intelligence support responsibilities which rest with DDI. 2. In the present case, as in past instances with FEB panels, the DDP representative is at same disadvantage in disposing of a question representing the responsibilities of DDI; he is not in a position to corr iiit any of the DDI elements or to answer most of thi* intelligence support questions raised by 0CB staff and other )anel members. s s.n Korea. The following gent r0 agreements were made with Dr. Craig: a. That as far as intelligence support is concernet_, the DDP representative on OCB working panel will be re- sponsible only' for suchI Isupport as is available from with .in the Clandestine .cervices. b. That questions raised in panel meetings by OCB rtaff or other panel members pertaining to intelligence support free: 3DI will be referred to Dr. Craig through the Panel Chair gran. support of OCB projects may likewise be referred to Dr. Craig or disposition. d.
