supplement and integrate, not duplicate, these efforts. Its d3stinCt~.ve
features would be:
a. It would be im~ch closer to the specifics of opera*ion
than the pertinent NSC documents are.
b. Unlike the apFrraise.ls which agencies make of their own
programs, it would provide an opportunity for interagency apprsal,
thus affording a basis for more comprehensive ~udg~nents about
galore program priorit:tes and coordination.
c. It would be far more intensive and extensive than the
working group, necessarily absorbed in day-today operations,
has time to do without assistance.
4. A sample outline of the proposed study is attached for il1LS-
trative purposes. It would seelc to develop a consensus of judAnent
based on available expert knowledge, observations and analyses rather
than launch further invest3.gations and collections of data except
where significant om3.ssian~a are apparent. Hence two or three mont}~~s
time should prove sufficiento
