I have examined the draft prepared in FOA for insertion in the pending 0CB progress report on Latin America which you sent me on 7 January 1955. 2. This is an excellent summary of a situation in which we are becoming more and more interested. I was particularly glad to notice that in the revised draft, FOA takes cognizance of the broader implications of the Soviet economic offensive rather than considering solely the trade in strategic commodities.
