The undersigned was present throughout the conference. More recently he has functioned as special counsel for Congressional committees which are interested in intelligence matters. There is evidence that Mr. was strongly in disfavor with (Col.) McCormack (during the war Chief, Intelligence Group, Military Intelligence Service, War Dept. and 25X1 later head of State Department Intelligence for a short period) and that this feeling is and was strongly reciprocated. Mr. Q is also reputed to be the author of the (unsigned) House Military Affairs Committee Report on intelligence systems pursuant to H.R. 20 on or about 17 December 1946 (House Report No. 2734 - 79th Congress, 2nd Session.) CIA-RDP80 RO l 31RQQ270002UO02-3 1 20 June 1947 As agreed at an earlier date, a Conference was held in Admiral Hillenkoetter's office at 2:00 PM, 19 June 1947, between Admiral Hillenkoetter, General Chamberlin, General Wright and Colonel This Conference had to do with the decision regarding the continuation of Operation 0 General Chamberlin 25X1 had previously been briefed in a general way on this Operation by Colonel Galloway and Mr. II. Colonel 0 had previous 25X1 knowledge of the Operation as a result of his attendance at a Conference held in New York 19 December 1946 as a preliminary conference to discuss what connection CIG should have with the Operation. Present at that conference in New York were: Mr. Allen Dulles, Mr. General Sibert, General Wright, Colonel Galloway, Col.1 I., Mr - 25X1 Mr. and t. Col. The latter officer 25X1 is the o' icer most directly concerned in the technical operation of Operation At this Conference held on the 19th of June, Admiral Hillenkoetter indicated that GIG would have no connection whatso- ever with Operation less such connection had been agreed to by the NIA. Genera amberlin indicated that he would prefer the matter not be presented to the NIA and further observed that he did not intend to inform the Secretary of War regarding the Operation. General Chamberlin then stated that he would like to study further the reports of the Operation as he felt it might be desirable to allow it to continue for some period of time. He indicated that General Walsh, the G-2 of EUCOM, would be present in this country in a few days and he would discuss the matter further with him at that time. General Chamberlin stated that he was pre- ared to use the funds still available for the continuation of the operation for an additional year ~) which, of course, 25X1 would be'available now since it had been determined definitely not to continue the 0 operation; that these funds plus 25X1 should be sufficient to continue Operation for a considerable period of time. At this point, Admiral Hillenkoetter said that the continuation of Operation = was, of course, a matter 25X1 to be decided by General Chamberlin. However, he felt that he should tell General Chamberlin that CIG believed the continuation of the Operation was extremely dangerous from both the political and the future strategic viewpoint; that the personnel engaged in Operation I were, in addition to being a strongly knit and efficient intelligence agency, a potential resistance group of real power: 25X1 General Chamberlin agreed that this might be so and would be considered in connection with his further study of the reports we were to turn over to him. Additional item discussed following the Conference above: At this point, General Chamberlin produced several recent newspaper items pertaining to the Central Intelligence espionage activities and referring to the disfavor such activities had with other agencies of the Government with particular regard to the Intelligence Division of the 'rear Department. General Chamberlin said he was very much upset by these items as he was positive no one in authority in his organiza- tion had discussed such matters with any newspaper people and he was certain that no key personnel in CIG had discussed it. He said he would be very glad if we had any indication as to where such items originated. Admiral Hillenkcter stated that we knew positively where they originated and our knowledge had been confirmed by several people.
