MEMORANDUM FOR THE RECORD:
On this date a conference was held between Admiral Hillenkoetter
and Mr. in the Admira~.'s office. The undersigned was
present throughout the conference. The conference was arranged by Mr.
t an earlier date with the inference that he wished to discuss
organization" with the Admiral.

As additional background it is desirable to know that Mr
was, during the war, connected with G-2, War Department and was secretary
of the Joint Intelligence Committee of the Joint Chiefs of Staff. More
recently he has functioned as special counsel for Congressional committees
which are interested in intelligence matters. There is evidence that Mr.
was strongly in disfavor with (Col.) McCormack (during the war
Chief, Intelligence Group, Military Intelligence Service, War Dept. and 25X1
later head of State Department Intelligence for a short period) and that
this feeling is and was strongly reciprocated. Mr. Q is also reputed
to be the author of the (unsigned) House Military Affairs Committee Report
on intelligence systems pursuant to H.R. 20 on or about 17 December 1946
(House Report No. 2734 - 79th Congress, 2nd Session.) This latter report
aroused considerable publicity and greater disfavor among various depart-
ments of the government involved in intelligence activities and is generally
considered ill advised and highly controversial.

Mr. opened the subject conference with an exposition on
past and present organization of CIG which indicates either a complete
lack of knowledge in that regard or the desire to indicate dissatisfaction
among other intelligence agencies.
After some minor discussion along organizational lines, Mr.
quickly led up to his real purpose in asking to see Admiral Hillen-
koetter. This purpose was to "sell" the Admiral on the effectiveness,
efficiency, and absolute requirement for the retention of the clandestine
network operated by He stated that no other system
was or could be as effective as the "inner circle" group run by

Several statements were made by Mr.II which. have not the 25X1
basis of real knowledge and which were not, therefore, completely true.
Where possible, without violating security, I objected to these statements -25X1
Mr. I was asked who had suggested or requested him to talk
these matters over with the Admiral. He stated very frankly --
He further stated that the War Department was very anxious to continue
organization and functions but that they did not feel they
should press the matter with General Vandenberg.

suggested that the Admiral talk this matter over
with =~~I objected on the grounds that if the matter was discussed
further it should be on a General Chamberlin-Admiral Hillenkoetter basis;
that there was a security objection to the Admiral talking such matters
with a known operative not now employed by the government. 25X1
was quite indignant over my attitude in this regard. Admiral Hillen oe ter
agreed that he should hear all sides of the question and stated he would
talk to Q after discussing the matter with General Vandenberg and
others.
I then said that we must not be placed in the position of buy-
ing "a pig in a poke", that if any further consideration was given the
matter it must only be given on the basis that we know who is involved,
at can be produced, what methods are used and where they are used.
Further that any such operation must be directed by our personnel and
in line with our methods.

As agreed at an earlier date, a Conference was held in
Admiral Hillenkoetter's office at 2:00 PM, 19 June 1947, between
Admiral Hillenkoetter, General Chamberlin, General Wright and
Colonel This Conference had to do with the decision
regarding the continuation of Operation 0 General Chamberlin 25X1
had previously been briefed in a general way on this Operation by
Colonel Galloway and Mr. II. Colonel 0 had previous 25X1
knowledge of the Operation as a result of his attendance at a
Conference held in New York 19 December 1946 as a preliminary
conference to discuss what connection CIG should have with the
Operation. Present at that conference in New York were: Mr.
Allen Dulles, Mr. General Sibert, General Wright,
Colonel Galloway, Col.1 I., Mr - 25X1
Mr. and t. Col. The latter officer 25X1
is the o' icer most directly concerned in the technical operation
of Operation
At this Conference held on the 19th of June, Admiral
Hillenkoetter indicated that GIG would have no connection whatso-
ever with Operation less such connection had been agreed
to by the NIA. Genera amberlin indicated that he would prefer
the matter not be presented to the NIA and further observed that
he did not intend to inform the Secretary of War regarding the
Operation.
General Chamberlin then stated that he would like to
study further the reports of the Operation as he felt it might
be desirable to allow it to continue for some period of time.
He indicated that General Walsh, the G-2 of EUCOM, would be present
in this country in a few days and he would discuss the matter further
with him at that time. General Chamberlin stated that he was pre-
ared to use the funds still available for the continuation of the
operation for an additional year ~) which, of course, 25X1
would be'available now since it had been determined definitely not to
continue the 0 operation; that these funds plus 25X1
should be sufficient to continue
Operation for a considerable period of time. He stated that
under no circumstances woulq he indicate an interest by or any con-
nection with the War Department and Operation 0 further, that he 25X1
would only permit the continuation of the Operation if it were rigidly
controlled by American Authorities and utilized only in-the occulp 'ion

would not be tolerated. General Chamberlin said that he would
greatly appreciate submission by us of a list of controls that we
thought he should use in connection with the continuation of operation

turn over to GeneralChamberlin,only, a copy of the original report on
Brossard of this organization. At this point, Admiral Hillenkoetter
said that the continuation of Operation = was, of course, a matter 25X1
to be decided by General Chamberlin. However, he felt that he should
tell General Chamberlin that CIG believed the continuation of the
Operation was extremely dangerous from both the political and the
future strategic viewpoint; that the personnel engaged in Operation
I were, in addition to being a strongly knit and efficient
intelligence agency, a potential resistance group of real power:

General Chamberlin agreed that this might be so and would
be considered in connection with his further study of the reports we
were to turn over to him.

At this point, General Chamberlin produced several recent
newspaper items pertaining to the Central Intelligence espionage activities
and referring to the disfavor such activities had with other agencies
of the Government with particular regard to the Intelligence Division
of the 'rear Department. General Chamberlin said he was very much upset
by these items as he was positive no one in authority in his organiza-
tion had discussed such matters with any newspaper people and he was
certain that no key personnel in CIG had discussed it. He said he
would be very glad if we had any indication as to where such items
originated.
Admiral Hillenkcter stated that we knew positively where
