gence Committee as of L kpril; also reported on his con-
versation with Major General A. R. Bolling, AC/S, G-2.
Conclusions:(1) DDCI will suggest to DCI that no com-
mitments in changes be made regarding scientific intelli-
gence without full report on changes. This may come up
in discussion with IAC members; (2) DDCI reaffirmed the
mission of OSi as set forth in CIA Regulation n (3) AD/SI
will continue trying to solve dilemma at the rMWr working
level and when timely to call on one of the Directorts
assistants as needed (AD/SI expressed opinion that the
dilemma would not be straightened out until General Smith
personally told General Bolling what he wanted).

Telephone conversation with Mr. Wisner who reported that
the problem of CIA responsibility for coordination in the
field of supporting the PW effort came up again yesterday
at the meeting of the NPSB. Difficulty was encountered
with following wording in the draft: "In accordance with
general principles to be worked out between the NPSB and
the heads of the five intelligence agencies, CIA will see
that appropriate intelligence support is provided for 1W
and that the intelligence activities of the government
departments and agencies in this field will be properly
coordinated." Chief objection was to the first phrase,
"In accordance with general principles to be worked out..."
on the grounds that this was confusing surplusage and
that the only way it could be interpreted was that there
would be a double process of coordination. DDCT stated
that was fair criticism and was not the wording he wished
for the draft. DDCI suggested the following, "In accordance
with general principles, CIA will, through the various
intelligence agencies, coordinate activities in these
fields to see to it that the Board gets support in this
field." He stated thqt CIA has these duties as a matter
of law. AD/PC asked if the following proposal was
agreeable: "The CIA will see that appropriate intelligence
support is provided for psychological warfare and that
the intelligence activities of the government departments
and agencies in this field will be coordinated." DDCI
concurred; AD/PC will forward this to the Board, who
has agreed on this staienent. The draft will now be
sent by the Board to NSC.
Upon inquiry, AD/PC was informed that the meeting
yesterday between DCI and Defense officials came out,
as recommended by DCI and will be made a matter of law at
the NSC meeting (amendment of NSC-];0/2).
DDCI asked AD/PC's opinion re DD/P contacting
this week-end in New York. AD/PC recommended tha
be contacted. I uis being considered for direction
of para-military affairs in OPC.
DDCI also made arrangements to begin inspection tour of
OPC on Monday, 16 April 1951.

Telephone conversation with Deputy Secretary of Defense
Lovett who informed DDCI that Gen. MacArthur had stated
at the hearing that CIA reported in November l95O that
there was little likelihood of Chinese Communist inter-
vention on a major scale in Korea. DDCI advised that
CIA had compiled complete record of what CIA had reported
on Korea since before the beginning of hostilities.
Secretary Lovett asked if CIA sent Gen. MacArthur copies
of its intelligence estimates. DDCI stated that dissemi-
nation of CIA reports to Gen. MacArthur was made by G-2;
that actually there were two ways Gen. MacArthur would
receive CIA intelligence: l)--raw information collected
in the FE command and available to the intelligence head-
quarters, and 2)--finished intelligence products which
are distributed through G-2. Secretary Lovett suggested
that CIA give the report on the estimates to JCS who
will submit it to the auditing committee prior to its
presentation at the hearing. This will serve as a better
cover for CIA.

Special Consultant to the President, who reported that
the President had stated at the news conference that CIA
did not operate in Gen. MacArthur's theater until after

Gen. Smith had gone to Tokyo to straighten out the
difficulties. Adm. Souers asked if that statement
was too broad. DDCI advised that CIA operations were
greatly handicapped until after Gen. Smith's trip
to Japan. Adm. Souers also asked if Gen. MacArthur
received CIA estimates. DDCI said Gen. Bolling, AC/S,
G-2, was the proper authority to answer that question
since CIA. reports are sent to the military who determines
dissemination to the field, but it is doubtful that
G-2 would withhold such reports from Gen. MacArthur.
Telephone conversation with White House Press Secretary
Short who advised that the President had told the press
conference that CIA was excluded from FE Headquarters
until Gen. Smith went to Tokyo. DDCI said that was
a little too broad--CIA was admitted to headquarters
but CIA was excluded from effective operations until
Gen. Smith made the trip to Japan. Upon query, DDCI
said Gen. Smith left for Tokyo on 12 January 1951.

tation of the paper. AD/PC stated that the project had
already been assigned to the military; has been sent to
Department of the Army who delegated it to Gen. McClure's
office. This was not known at the NSC Senior Staff Meeting
on 15 May. DDCI said he saw no reason why it should be
coordinated by IAC or CIA. A lot of the information comes
from G-3. However, it is up to CIA to insure that the Agency
is included in operations that affect CIA.

that a new procedure will be established: Projects
costing up to '10,000 requires only approval by
Assistant Director; up to $25,000 approved by Deputy
Directors; beyond that must be approved by DCI.

of the meeting on magnitude paper. DDCI said it came out
extremely well. DCI reasoned that it could not be done any
other way than what we are talking about. In other words,
we are really writing paper to the effect that it will re-
main here and that we will try to work out better coordina-
tion for intelligence and insure better support. AD/PC was
advised that a draft paper, written in first instance by

Gen. Magruder, Office of Secretary of Defense. AD/PC
said he was leaving Saturday and could not take part in

DDCI referred to conversation with DCI re Mr. Gordon
Gray's staff and office space. Thought Mr. Gray should
be consulted about this because he'would probably want
to pick his own staff and office space. DDCI will talk
with DCI again about it.
Discussed article appearing in Washington Post today
which reported that Mr. Gray's position on the Psychological
Strategy Board would pay $16,000 per year although he would
serve about two days a week.
Mr. Wisner reported a good deal of trouble on the
reorganization of OPC as being effected by office of DD/P.
He understood that the reorganization would have to be
approved in Director's office, after coordination with
AD/PC. At the present time, the trouble concerns the
publicity given b office of DD/P to the reorganization.

competent person to head the division. AD /PC said he had

situation and ask for DCI's support in State's appeal
to the Bureau of the Budget. DDCI said both he and DCI
had written letters to State Department promising to help
and therefore the Agency was committed to do so. According
to Mr. Armstrong, Budget cannot understand that when ORE
was liquidated, all its functions and personnel that were
not duplicated in State were turned over to State thereby
increasing its budget. DDCI said that if he could not be
present, he would make sure that DCI was properly briefed.

DDCI said the results were very good. The paper shows
that the mission will be beyond CIA's capabilities unless
we have accelerated and increased support from the
Departments of State and Defense. Alsu put in specific
approval of two big projects which tie; back to the
magnitude paper itself. It has now gone to the statutory
members of NSC for individual approval; it will not come
up before a full NSC meeting. Probably the only trouble
re approval will come from JCS.
DDCI asked Col. Johnston to recall certain OPC papers
re the scope and :.pace of operations which were disseminated
at a meeting of the Special Committee last week. Col. Johnston
will check with Mr. Gleason re this.

in Dixon's theater. Also, he wanted to get a copy of

Gen. Sibert said the cable would be in the Special Liaison
Unit in England. DDCI will ask to look it up.
It was sent the early part of Novenber, 1944. Gen. Sibert
said he sent a cable of same nature to Alexander Standish
about the same date if DDCI wanted to get that one, too.

license for shipment of automobile parts to be transshipped
to Poland in exchange for coal which is vitally needed
by Denmark. ECA and State's position is that the coal
is essential enough to Denmark to grant the license.
ORR believes that these parts are for UNRRA trucks which
compose most of the truck pool in Poland; therefore, approval
of the export license is considered inadvisable by ORR.
AD/RR proposes to raise this objection that such a shipment
would be prejudicial to the interest of U.S. Security.
DDCI approved AD/RR's stand and authorized him to speak
for the Agency.

State, had met last May to discuss responsibilities of CIA
in the analysis of foreign press for psychological warfare,
and that Mr. Jackson was strongly opposed to CIA partici-
pation. Mr. Jackson said he did not recall ever discussing
this subject. Mr. Carey said 00 had been asked to try to
contribute to the press analysis for the PSB angle but he.
had been told that both Mr. Jackson and Mr. Dulles were
against it. Mr. Jackson said he would check the diary for
record of such a meeting; that he personally did not object
to 00 being of assistance as long as it did not interfere

that 00 be left as it is because it is working well; that

the one worry is about where defectors should be left and

DDCI is chairman of the Board, Mr. Jackson asked that
Mr. Pforzheimer discuss proposed reply with DDCI.

regard to his memo on organization of OSO. Mr. Jackson
said it had already been discussed at a Deputy Directors'
meeting and will be discussed again next week. He
told Gen. Wyman that DCI would probably go along with

of s DAD/00. Mr. Carey was informed that
DCI had informally approved leaving 00 as is and when
DD/I is appointed, transferring 00 to that deputy.
Telephone conversation Mr. Park Armstrong, State, in
regard to meeting yesterday with Mr. Webb. Discussed
possibility of State and Defense, with assistance of DCI,
being requested to have a survey made. Names mentioned

Mr. Jackson said he could not assist if
the survey started after January 1st. He stressed the
reasons for DCI's feeling of urgency. Construction is
expected to start soon and funds have been earmarked.
Believes a decision should be reached quickly. Mr. Armstrong
said he thought the lack of a bill of particulars was a
handicap in beginning a survey. Mr. Jackson said that CIA
thought their memo to State was a pretty good bill of
particulars. Mr. Armstrong asked if the Director would be
willing to wait until Secretary Acheson's return on the 12th
before State takes any action. Mr. Jackson said that if Under
Secretary Webb wished to wait until then, the Director would
have go go along.

which is to survey AFSA. Members of the committee are:
Mr. Charles Bohlen, State; Gen. Magruder, Defense; and
Mr. William H. Jackson. uggested that
the members should have a letter from the Secretary of
State and Secretary of Defense giving broad outline of
what is expected of the survey committee. Suggested
that it be along the lines as the letter to the Dulles
Committee. Mr. Jackson will draft a letter. The
committee will have a preliminary meeting next week
to discuss program. Mr. Jackson will arrange a mutually
convenient time.
