MEMORANDUM FOR: ASSISTANT DIRECTOR FOR OPERATIONS
FROM: DEPUTY DIRECTOR
SUBJECT: Establishment of a Foreign Interrogation
Branch.
1. Reference is made to your memorandum of 28 July
1947, same subject as above, to the Director.
2. The Director feels that the establishment of the
proposed project will run counter to the interests of the
Federal Bureau of Investigation without providing information
of sufficient value to offset such interference. Further,
the expressed wishes of Congress in this connection make it
undesirable to iminlement such a project within the framework
of our organization,
