{ Approved For Re~,se 2003/06/04 I 00010009-8 F--..;emsrive Reg~.y, ~,D~ SPECIAL ASSISTANT TO THE SECRETARY OF STATE WASHINGTON --- -C-11 JUL 241960 Dear Admiral Hillenkoetter: Reference is made to your memorandum of July 7, 1950, noting that the Interagency Operating Procedure covering conferences with U.S. officials returning from abroad is now considered to be in effect as between CIA and the intelligence organizations of Navy, Air Force, and State. As you know, we have approved this operating pro- cedure, and we expect to carry out the rather extensive obligations which it imposes on us. I believe, however, that I must call to your attention that these obligations were undertaken not only because we considered the pro- cedure sound and an essential part of the coordinated intelligence effort, but also because we anticipated receiving an important benefit in the form of participa- tions by the Department's intelligence specialists in conferences with officials of other departments. Frankly, I feel that we cannot consider this problem solved -- and certainly the participating agencies will not receive a satisfactory return on their investment -- until the Array joins in the interagency agreement.
