Part 3, which regula- tions draw their authority from 5 U.S. C. 7342 and E.O. 11320. Copies of these are attached. A gift or decoration having a retail value not exceeding $50 may be accepted and retained by an employee, but a gift in excess of $50 is determined to have been accepted on behalf of the United States and must be deposited for use and disposal as the property of the United States. A gift or decoration to a member of an employee's immediate family or household is treated as a gift to him. Employees under official cover are directed by the regulation to comply with the regulations and practices of their cover organiza- tion. All employees are required to report all gifts to the Director of Personnel, and the Deputy Director responsible for the employee will review each report and advise the Director of Personnel of any security or cover circumstances affecting the distribution of the gift.
