Mr. Colby making opening remarks. Mr. Helms cannot give closing

Immediately after the New Year, the Senior Seminar will
move into the international relations phase of its curriculum.
Visits to the Central Intelligence Agency have always been an
important, and very successful, feature of this phase of our
studies.
Members of the Fifteenth Senior Seminar sent by CIA have
been working with your staff on a proposed program for a "Day
at CIA." Their plans are excellent, and I hope that we can go
forward on the date they propose - Monday, January 15.
I know you are familiar with the Senior Seminar. For
your ready reference I enclose our illustrated brochure, our
current "Description of Course", a roster of Members of the
Fifteenth Senior Seminar, and a compilation of their biographies.
I hope that you will be able to spend even a little time
with our Members, even though it is on the eve of your departure.

The Senior Seminar in Foreign Policy is
the Federal Government's most advanced ex-
ecutive development program in the foreign
affairs field. This select, ten-month program,
begun in 1958, is conducted annually by the
Foreign Service Institute, Department of State
Twenty-six senior career officers of the
Department of State, the United States In-
formation Agency, Agency for Internation-
al Development, Central Intelligence Agency,
Government Accounting Office, Department
of Defense and the- Armed Services, consti-
tute the Fifteenth Seminar.. Members average
age is forty-six and their average length of
Government service is twenty-two years.
AN OBJECTIVE:
Updating knowledge of the USA
One major goal of the Seminar is to up-
date Members' knowledge of domestic U.S.
affairs. The study of current issues - political,
economic and social - in this country and of
contemporary trends in American science, in-
dustry and cultural life is a major feature
of the Seminar's curriculum. On the spot
exchanges with leaders in these fields and
with eminent educators, business men, labor
leaders and chief executives of states and mu-
nicipalities during field trips are an important
component of the Seminar program.
This exposure enhances Members' ability
to understand and interpret dynamic changes
in the United States and to reach thoughtful
judgements which will be of help in their
future official capacities.
The study of domestic affairs is intend-
ed as a supplement to the Seminar's study of
foreign policy problems. The Seminar pro-
gram includes individual travel to regions of
the world in which Members have a special in-
terest. These trips result in reports and case
studies useful to Federal Agencies.
