DEFENSE ORIENTATION
CONFERENCE ASSOCIATION
DOCA is so closely linked with the Joint Civilian Orientation Confer-
ence that it is necessary to briefly review that program in order to fully
understand the origin and objectives of DOCA.
The Joint Civilian
Orientation Conference
The Joint Civilian Orientation Conference (JCOC) was initiated in
1948 by the Defense Department under the first Secretary of Defense,
James Forrestal. The JCOC is an official program of the Department of
Defense to acquaint leading citizens from all parts of the country repre-
senting industry, the professions, and other primary categories of civilian
endeavor with the programs and policies of the Defense Department as
they relate to our national defense. The Conference consists of a high-
level briefing held in the Pentagon and field trips to different military in-
stallations-one each for the Army, Navy, Air Force and Marine Corps-
to present the important aspects- of each branch of the service. The
Conference lasts one week to ten days with the result that the participants
receive a thorough indoctrination and orientation of the scope and respon-
sibilities of our national defense. It is the general idea that, through these
men, a large important segment of the American public will be given a
better understanding of our military posture.
Each man who has participated in a JCOC feels deeply indebted for
having been accorded the high honor by the Secretary of Defense of
reviewing firsthand the military organizations and defense concepts of our
country and having been given a frank appraisal of the awesome tasks and
attendant problems faced by the military services. Most are greatly im-
pressed with how little they had understood about national defense and
they completed the Conference with a renewed confidence in our Armed
Forces and with the determination to "go out and tell others about it." A
large percentage of these men had a sincere desire to continue their interest
and, on their own initiative and at their own expense, organized the
Defense Orientation Conference Association.
The Defense Orientation
Conference Association
The Defense Orientation Conference Association (DOCA) was founded
on March 30, 1952, by participants in the Joint Civilian Orientation Con-
ferences after eleven such conferences were held. DOCA is a non-political,
non-partisan, non-profit association directed toward the interest of national

defense without special advocacy of any particular military service or
defense concept. It is completely independent and is not sponsored by

of continuing the education of its members as to matters pertaining to
national security under the direct jurisdiction and supervision of the
Department of Defense . . . to enable them to pass on such information
to others . . . to provide a permanent medium for cooperation between
its members and the Department of Defense . . . and to continue the
friendly relationships among members of all Conferences.
DOCA is an unique organization, blessed with an abundance of top-
flight material. Membership is a personal privilege, completely restricted
to the comparatively few men who have been carefully selected by the
Secretary of Defense and invited to participate in a Joint Civilian Orienta-
tion Conference. Membership has no connection with business, political
or religious affiliation. The members seek no special favors, they curry
no political advantages, and they want no material gains. Their objectives
are solely in the interest of our country-to aid whenever and wherever
possible, individually or collectively. At the same time, they reserve the
right to be impartial, regardless. To measure in tangible values what good
this group can do is somewhat difficult., but when hundreds of dedicated
individuals of the stature of this membership band together in a cause very
vital to our nation, the results are many.
The affairs of DOCA are managed by a Board of Directors who are
appointed to office at the annual business meeting. An Executive Com-
mittee, composed of the President, the Chairman of the Board, two im-
mediate past Presidents, Executive Vice President, six Regional Vice
Presidents, and the Secretary-Treasurer, has the authority to act on all
matters between meetings of the Board of Directors. None of the officers
or directors receives any salary, expenses, or is reimbursed in any manner
for the time given or money expended in behalf of the Association. They
feel that the honor of being elected to serve is ample recompense.
Association activity is adminstered by a staff from the Headquarters
Office in Washington. The staff consists of a Managing Director and one
stenographer, both employed on a full-time basis. These are the only
paid employees of the Association.
In all planning the foremost thought has been to keep DOCA distinct
and far away from the conventional associations with multi-committees
and top-heavy staffs.
To accomplish the end objectives of DOCA it is necessary to provide
its members the opportunity to continue the education engendered by the
JCOC. The responsibility for this rests with the Board of Directors for
planning and with the Headquarters staff for implementation. This is
accomplished by publication of written material, making available visual
aids, scheduling on-the-spot briefings on various phases of national de-
fense and full briefings at the annual meeting. When these have been pro-
vided, it becomes the responsibility of the: individual members to carry out
DOCA's objectives.

ARTICLE I Name
The name of this organization shall be the Defense Orientation Conference
Association.
ARTICLE II Membership
Membership shall be limited to those who have attended one of the Joint
Civilian Orientation Conferences at the invitation of the Secretary of
Defense.
ARTICLE III Objectives
The purposes of the Defense Orientation Conference Association-
a non-political and non-partisan organization directed to the cause
of national defense without special advocacy of any particular military
service or defense concept, whose members have been privileged at
the invitation of the Secretary of Defense to participate in the Depart-
ment of Defense's Joint Civilian Orientation Conference briefings at
the Pentagon and visits to field establishments of the Armed Services,
are animated by a lively sense of appreciation of the honor extended
to them by the Department of Defense in its invitation aforementioned,
have evidenced a special interest in the national defense and acquired
a special knowledge thereof through participation in the Joint Civilian
Orientation Conferences, and stand ready as patriotic citizens indi-
vidually and collectively to serve their government in any appropriate
manner when called upon to do so-
shall be:
1. To provide a permanent means of continuing currently the edu-
cation of its members as to matters pertaining to national security
under the direct jurisdiction and supervision of the Department of
Defense not only to facilitate their understanding thereof, but also to
enable them, to the extent possible by reasons of security, to pass on
such information to business, professional and industrial leaders in
such manner as they have the opportunity or occasion so to do in
their respective communities and/or field of interest, and
2. To provide a permanent medium for cooperation between its
members and the Department of Defense and
3. To continue the friendly relationships among the members of all
Conferences.
ARTICLE IV Meetings
An Annual Meeting and reunion shall be held in Washington, D. C. Special
meetings may be called at the direction of the President or a majority of
the Executive Committee or when at least sixteen members of the Board
of Directors so request.
ARTICLE V Board of Directors
Section 1. The affairs of the association shall be managed by a Board
of Directors consisting of thirty-six members and those individuals desig-
nated in Article III, Section 5 of the By-Laws. The term of office shall be

one year or until successors are elected and qualify. The directors shall
be chosen from six regions corresponding to the six areas into which the
Department of the Army divides the continental United States for admin-
istrative purposes, with the addition to Region VI of the States of Alaska
and Hawaii for administrative purposes of this association. The portion
of the thirty-six directors to be elected from each region shall accord, as
nearly as may be practicable, with the ratio of membership in such region
to the total membership of the association. Beginning with the election
to be held in the Fall of 1967, the number of directors to be elected from
each region shall be as follows: Region 1-8 directors; Region 11-8 di-
rectors; Region 111-3 directors; Region IV-3 directors; Region V--8
directors; Region VI-6 directors; Total-36 directors.
Beginning with the year 1968 and each year thereafter, the Nominating
Committee provided for in Section 2 of this Article V shall determine
whether the membership list has undergone any such change between the
preceding year and that in which the particular Nominating Committee is
acting, to require any change in the consist of the number of directors as
among regions, within the total of thirty-six directors. In the event that
any such change is required, the Nominating Committee shall so state in
its report and its determination in that respect shall be final and conclusive.
Section 2. Each director shall be declared elected who has received a
majority of votes from members present at the Annual Business Meeting.
Nominations for office as a director shall be made in writing by a Nominat-
ing Committee, appointed by the Executive Committee, to be composed of
not less than three members. Other nominations may be made from the
floor by any member who shall specify the region or regions in which he
makes such other nominations.
Officers ARTICLE VI
Section 1. The officers of the Association shall be a President, a Chair-
man of the Board of Directors, an Executive Vice President, six Regional
Vice Presidents, and a Secretary-Treasurer. The President shall be the
Chief Executive Officer.
Section 2. All officers shall be elected by the Board of Directors.
Section 3. The duties and responsibilities of the officers shall be pre-
scribed by the By-Laws.
Executive Committee ARTICLE VII
There shall be an Executive Committee composed of the President, the
Chairman of the Board, Executive Vice President, two Immediate Past
Presidents, six Regional Vice Presidents, and the Secretary-Treasurer. The
Executive Committee shall have the authority to act on all matters between
meetings of the Board of Directors, and balloting may be by mail.
Amendments ARTICLE VIII
This Constitution may be amended at any Annual Meeting of the Asso-
ciation by a two-thirds vote of the members present.

By-Laws ARTICLE IX
By-Laws of this Association or amendments thereof may be adopted by
a majority of the members present at the organization meeting or any
Annual Meeting.
Membership ARTICLE I
Only members in good standing are eligible to vote, hold office and other-
wise participate in the business and social affairs of the Association.
Current membership dues must be paid to remain a member in good
standing.
ARTICLE II Dues
Members shall pay annual dues in the amount of $45.00 unless changed
by a majority vote of the Board of Directors. The annual membership
year begins April 1 and ends March 31 of the following year.
ARTICLE III Duties of Officers
Section 1. The President, or at his designation the Chairman of the Board,
shall preside at all meetings of the Board of Directors of the Association,
call special meetings of the Association, fill vacancies occurring in office
with the approval of a majority of the Board of Directors, appoint Special
and Standing Committees, uphold the Constitution and By-Laws, and
present at the Annual Meeting a condensed report of the work and activi-
ties of the Association for the past year. The President shall be an ex-
officio member of all committees.
Section 2. The Executive Vice President shall assist the President in the
work of the Association, and in the absence of the President perform the
duties of that office, except such duties as the President shall have spe-
cifically designated to be performed by the Chairman of the Board in
accordance with Section 1 of this Article.
Section 3. The Secretary-Treasurer shall keep in permanent form the
minutes of the meetings of the Association and the Board of Directors,
conduct its correspondence, and send out notices of meetings. He shall
receive all monies of the Association, pay bills and make disbursements
as directed by the Board of Directors, and make an annual report of
finances.
Section 4. The financial records of the Secretary-Treasurer shall be
audited annually by an Auditing Committee appointed by the President.

Section 5. All officers and Past Presidents of the Association shall be ex-officio
members of the Board of Directors.
ARTICLE IV Finances
Section 1. The Association shall be supported by annual dues, con-
tributions and other sources of revenue as approved by the Board of
Directors.
Section 2. No officers, committee or member of this Association shall
undertake any financial commitments except as authorized by the Board
of Directors.
ARTICLE V Quorums
Section 1. Eleven Directors shall constitute a quorum for a meeting of
the Board of Directors. The President, or at his designation the Chairman
of the Board, may poll the Board by written communication.
Section 2. Twenty-five members shall constitute a quorum for meetings
of the Association. For the purpose of determining a quorum at least
eighty percent of those present shall have legal residence one hundred
miles or more distant from the National Capital.
Section 3. Three Committee members shall constitute a quorum for
Committee meetings.
