Major General Harold R. Aaron has written to Lieutenant

In addition to speaking highly of you, General Aaron raised
the issue of the salary which you might be offered if you are
employed by this Agency. As you know, no firm offer has been
made to you. If the decision is made to employ you, our Career
Training Program Officers would not be able to offer you a grade in
excess of GS-09. As you can appreciate, we must make every effort
to be equitable in the rate of pay we offer to all of our applicants.
To make an exception in your case would not be fair to others whose
credentials are similar to yours.
We sincerely appreciate your interest in this organization
and will be in touch with you again upon receipt of your updated
application forms. We will then make a decision on whether to
formally process your application for a, position with us as a Career
Trainee. Meanwhile, we ask that you keep us apprised of any changes
which may affect the status of your application or any changes in your

seeking employment with the Central Intelligence Agency. He is .

is a very impressive young man--conscientious, dedicated, and highly
intelligent. He is making a nice salary with but the
call of intelligence is a little bit stronger than money. He desires
employment with CIA and is being offered a GS-9. If he accepts this
his scale of living will take a drop.
I am not urging that he be promoted to a super grade or anything like
that but I do feel that you would get a fine individual for your organiza-
tion if some agreement can be reached on a GS level that he will
receive. I am just a little sorry that he is going with you instead of
us.
