W. Washington 25, D. C. I received your letter of July 21st and, today, your telegram of .August 20th. Yesterday, on my arrival from a lengthy journey, I also learned that you had attempted to reach me by phone. Calling back, I spoke to a colleague of yours in your office. I eve his name was if I understood it right. I told that I would write today an gave him the figure of $300 as an evaluation of the material that I was to use for the Washington program this summer. I was very reluctant to set a monetary value on material which I developed for my own use, but I learned in the meantime that two colleagues who were also involved in the cancellation of the same project have already given you an estimate of the value of their material and the loss they had incurred, and that the settlement of this issue de- pends on my making a similar request. It will take me a few days to put my material into readable form and I will send it to you later. As to your letter, I am grateful to you for your expression of disappoint- ment that the program was cancelled and for your efforts in my behalf. I want, however, not to close this matter without expressing to you and through you to your superiors, my own disappointment at the manner in which your ne- gotiations were conducted. The breaking of arrangements involving summer school time brings up more than financial problems. It affects colleagues and students, and most of all the dignity of the professor involved. I am sure that you realize that it will be easier to secure the cooperation of the academic world if matters such as this are handled with greater cir- cumspection. It is inevitable that the way in which this matter was handled has seriously shaken general confidence in your very important organization. Yours sincerely, STAT FM: jt Approved For Release 2003/04/22 : CIA-RDP80R01731 R001800090037-8
