The number of personnel employed. 2. How is the budget handled? 3. Could not the recent publicity with reference to our "100 people" a year have been avoided? 4. Do we conduct overseas operations? 5. Would it be wise for the U.S. to organize resistance movements in Russia and the iron curtain countries--that mas resistance movements there against the Communist Party activities here? 6. What should U.S. policy be with reference to the exchange of intelligence information with Atlantic Pact countries? 7. In there any value in the use of black propaganda? If so, should the same agency conduct both types--overt and covert? If not, how much coordination should be exercised? 8. What is our relationship with the FBI? 9. How is coordination conducted between CIA and the other intelligence agencies? Are the relationships amiable? 10. What role would CIA play in time of war? 11.
