Your attention is called particularly to the
attached proposed directive of the National Security
Council. In general, it seems to me to be sound, but
I should like to discuss it with Mr. Houston of our
Legal Staff and perhaps with one or more of the Assistant
Directors. Thereafter, it might be helpful if you and
I discuss it with Admiral Hillenkoetter, who is, I believe,
in genera]. agreement with the directive. It would also
seem to be advisable for you to have considered the
directive prior to your meetings with the various members
of the Intelligence Advisory Committee.
