MEMORANDUM FOR THE RECORD
SUBJECT: PSB Meeting held Wednesday, S August 1953
Present: General Smith, Messrs. Kyes. Stasi
Dulles, Jackson, Morgan
. PSB Relations with USIA.
It was decided to defer this matter until Streibert had had
a chance to shake down a bit in his job. Propose to put it on the
agenda for an early meeting.
3. Decline of American Prestige Abroad.
WBS proposed that the State Department make available
to no any information which they had on the subject and that we then
proceed to make a National Estimate based on this material and
material we might receive ourselves. This procedure was approved
by the other members of the Board and I said I would take it under
consideration. (I recognise that the preparation of this report may
involve some rather delicate issues and we should consider whether
this should be a coordinated estimate bringing in the other agencies
who may possibly be loathe to tackle an Issue which is so largely
political. I suggest we discuss this before I get away to as to lay
down a course of action.)

CDJ circulated a telegram he had received from a
Ruaanian concerning polio and other epidemics
in Rumania. I said I had seen no intelligence on the subject but
would look into it.
WBS said that be thought the slogan "Every German
help a German" which was being used in West Berlin and West
was an excellent one and should be pushed. BS suggested
we might have a look at the situation in Poland or one of the other
satellites in case there were any food or epidemic situat
which would give us a peg an which to hang some action.]

5, Draft Executive Order on OCB.
No one liked the last draft circulated by the Budget and
WBS said he preferred our draft which I circulated. It was felt that
we should try to get together before the meeting of the Bureau of the
Budget on Friday so as to present a common front.
6. Albania.
There was considerable discussion on this subject and
will report further on it orally.]
