The following items concerning P88 discussed at the subject
luncheon will be of interest to yout
Formal PSB Ming
The next formal P8B meeting is to be held Thursday

January 15, 1953? At this meeting it is expected that
there will be presented to the Board papers on the
following subjects:
PT38 Quarterly Report to NSC.
It was pointed out that possibly these papers would not be
in polished and finished form in viev of the shortness of time.
However, the Board considered it orthvhile to receive such
papers for approval in substance, with the polishing up to be
done later. This applies also to any other papers that can be
completed in time for the meeting.
b. PT 1951e escapee Rudaet (PeE D-16a15)
The Boerd was informed of the negative attitude of the Bureau
of the Budget in this respect. It appears that the Board.'
position as outlined in the report of the formal meeting of
October 30 (Agenda Item No. 3) was not thorou&ly understood by
the Bureau of the Ruder.. It wagreed that representation of
the highest level would be made in this respect. 2 2

Policy of Asylum
The U .S. policy on ssylva vas discussed in connection with
the recent incident in Berlin (cables exchanged with General
Eddy). The Board f It that no reaffirmation of the U.S. po3
to grant aeylum to defectors or escapees from the Soviet Orbit
would be appropriate at this time. It was felt that the
American Govern nt'a policy on this matter was already ffi-
cieently clear.
The Acting Chairs an obtained the Board's approval of the
10/ paper (CIA TS T6686).
The above information may be made available to your staff as you
deem necessary.

adding to the list the question of the *liberation* of the Satellite

topic in view of the imminent change of Administration, but Admiral
Kirk was authorized to have his own staff make a kind of tentative
exploration of what this project might mean.
A Study by a panel, with W. Francis Stevens of the State Depart-
the +chair, is in progress. The Board indicated its desire to
have a brief p one-page presentation at the, Janvtry 15 meeting on the
progress of this study. This item is not to be on the agenda for the
formal meeting, but in the event any pattern in evident from the
preliminary study, the Board would like to be apprised thereof.
