from respecting his application for employment
in this Agency.

back which we took in anticipation of the new economies enjoined
on us by the Administration and Congress. This cut-back naturally
released a number of individuals who had been with the Agency for
some time. As a result, we feel we have a prior duty toward these
long-time employees and our new hiring has been drastically curtailed.
