effective September 15, 1958.
Attached for your information are copies of the Directives which
implement the provisions of NSCID No. 6 within the Department of Defense
Policy questions which may arise in the future concerning these Directives
may be referred to the Assistant to the Secretary of Defense (Special
Operations), who has staff cognizance over these matters within the Depart-
ment.
The Director, National Security Agency, has been authorized to
make arrangements, when appropriate, with your representatives in effect-
ing the functions and responsibilities delegated to him by NSCID No. 6.
To the extent practicable, the details of such arrangements will parallel
comparable arrangements for the Military Departments, as delineated in the

This Directive is issued for the purpose of implementing the
ELINT provisions of reference (a).
A. For the purposes of this Directive, ELINT activities
are defined as the collection (observation and recording), and the
technical processing for subsequent intelligence purposes, of
information derived from foreign, non- communications, electromagnetic
radiations emanating from other than atomic detonation or radioactive
sources.
B. ELINT is the technical and intelligence-information product
of ELINT activities.
III. POLICY
A. The Secretary of Defense has been designated as Executive
Agent of the Government for the conduct of ELINT activities in accord-
ance with the provisions of reference (a) and for the maintenance and
operation of the National Security Agency (NSA). The Assistant to the
Secretary of Defense (Special Operations) will exercise the authorities
vested in the Secretary of Defense by reference (a) relating to the
direction and control of NSA and related activities of the Department of

B. The ELINT mission of the National Security Agency shall be to
provide an effective, unified organization and control of the ELINT inter-
cept and processing activities of the United States, to provide for integrated
operational. policies and procedures pertaining thereto and to produce ELINT
information in accordance with objectives, requirements and priorities estab-
lished by the U. S. Intelligence Board. For these purposes all U. S. ELINT
activities, except as otherwise specified herein, are placed under the operational
and technical control of the Director, National Security Agency.
C. The Secretary of Defense will:
1. Establish the consolidated DOD budget, and requirements for
military and civilian manpower, logistic and communications
support, and research, development, test and evaluation for
ELINT activities, and provide for inclusions as appropriate
in the budgets and programs of the military departments and
other Department of Defense agencies. With the collaboration
of interested elements of the Department of Defense, the
Assistant to the Secretary of Defense (Special Operations) will
continually review the development and execution of ELINT
plans and programs as a basis on which to provide for effective,
efficient and economical management and operation and the
elimination of undesirable duplication.
2. Determine the ELINT activities which are essential to provide
support to commanders who plan and conduct military opera-
tions, and which must be directly assigned by the Secretary
of Defense to provide an integral ELINT capability to such
commanders; determine to what degree these activities should
be integrated into the National ELINT program; and delegate
the responsibility to conduct such activities to those commanders
or to the cryptologic agencies which support them. Generally,
such activities will include ELINT collection and processing
activities integral to ferret aircraft operations, submarine and
surface patrol operations, and ground combat surveillance
operations.
3. In making the determinations and delegations referred to in
paragraph 2 above, including subsequent changes, considera-
tion will be given to specific proposals submitted by the Joint
Chiefs of Staff, the military departments and other concerned
agencies.

D. The military departments and the commanders of commands estab-
lished by the Secretary of Defense will conduct such search, intercept, direc-
tion finding, range estimation, and signal analysis of non-communications
electromagnetic radiations as must be undertaken to permit immediate opera-
tional use of the information in support of electronic warfare and rescue opera-
tions. With respect to these activities, it is noted that:
1. They have the following characteristics:
a. They are performed in direct and immediate support
of operations conducted for other than intelligence
purposes and are active only when the supported opera-
tions are underway. The term "operations," as used
in this directive, includes training and test exercises,
and is not confined to wartime activities.

b. They are performed by equipment which, though identi-
cal or similar to that used by ELINT units for intelli-
gence purposes, is an essential component of the wea-
pons system, facility, or activity which has an
operational mission or objective.
2. Examples of such activities are those undertaken:
a. By ships and aircraft for navigational purposes and
for their own protection.
b. For rescue operations.
c. For the support of active electronic counter-
measures, counter-countermeasures, imitative
communication and electronic deception, while
those operations are being conducted.
d. By ships, aircraft, and/or ground units for detec-
tion, early warning, tracking, identification, target
acquisition, or homing purposes, in connection with
operations actually underway.

3. In the event data obtained by these activities is usable for
intelligence purposes, these data should be provided, by the
most expeditious means available, to the appropriate ELINT
activity for further handling.

E. Paragraph III. D. above should not be interpreted to mean that
ELINT units which operate under the operational and technical control of the
Director, National Security Agency, do not have a mission of direct and im-
mediate intelligence support to operations which are being conducted.
1. The Joint Chiefs of Staff will:
a. Review the ELINT plans and programs of the Director,
National Security Agency, to insure that they are in
consonance with approved plans and adequate to serve
the joint needs of the military departments, the com-
mands established by the Secretary of Defense and the
missions of the Joint Chiefs of Staff, and make recom-
mendations to the Secretary of Defense as appropriate.
b. Review the consolidated DOD budget, and requirements
for military and civilian manpower, logistic support,
and research, development, test and evaluation for
ELINT activities as submitted to the Secretary of De-
fense by the Director, National Security Agency, to
determine the impact on stated military requirements,
and make appropriate recommendations with respect
thereto to the Secretary of Defense.
c. Review the requirements of commanders of commands
established by the Secretary of Defense for direct sup-
port by ELINT activities under the provisions of para-
graph III. C. 2. above, and make appropriate recommenda-
tions to the Secretary of Defense.
B. The Director, National Security Agency
1. The Director, National Security Agency, will:
a. Accomplish the ELINT mission of the National Security
Agency in accordance with the provisions of reference (a).

b. Exercise operational and technical control of.
the ELINT collection and processing activities
of the departments and agencies of the Govern-
ment except those activities conducted under
the provisions of paragraph III. C. 2. above,
paragraph III. D. above, or NSCID No. 5.
c. Advise the Joint Chiefs of Staff and Secretary
of Defense, as appropriate, with respect to the
determinations and delegations referred to in
paragraph III. C. 2. above.
d. Delegate, except as provided in paragraph III.
C.2. above, operational control of specified
ELINT facilities and resources to appropriate
authorities for such periods and for such tasks
as are determined by him to be necessary, in-
cluding those tasks to meet the direct support
requirements of military departments and com-
manders.
e. Prepare in collaboration with the military depart-
ments and the commands established by the Sec-
retary of Defense, and submit to the Secretary
of Defense the consolidated Department of Defense
plans and programs for ELINT activities, together
with his recommendations pertaining thereto.
f. Prepare in collaboration with the military de-
partments and submit to the Secretary of Defense
the consolidated Department of Defense budget,
and requirements for military and civilian man-
power, logistic support, and research, develop-
ment, test and evaluation for ELINT activities,
together with his recommendations pertaining
thereto.

Under the supervision of the Director of Defense
Research and Engineering, establish and con-
duct a research and engineering program to
meet the needs of the National Security Agency
and the departments and agencies which are
engaged in ELINT activities; review and co-
ordinate the related ELINT research and
engineering programs conducted by such de-
partments and agencies. He will also recom-
mend controls and procedures to the Director of
Defense Research and Engineering governing the
conduct of ELINT research, development, test
and evaluation.
h. Standardize, in collaboration with the military
department, ELINT equipment and facilities
wherever practicable.
i. Provide for the production and procurement of
specialized ELINT equipments.
Provide technical guidance and support, including
information, specialized equipment and engineering
assistance, and analytic service to all U. S. ELINT
activities.
k. Provide technical guidance and support of ELINT
training conducted by the military departments,
and prescribe minimum standards for their ELINT
training curricula.
1. Conduct necessary specialized and advanced ELINT
training.
Determine the requirements for communications to
meet the needs of the National Security Agency and
submit them to the Joint Chiefs of Staff for their
review and appropriate action.

n. Determine and make known to alpropriate authori-
ties courier service requirements for the expedi-
tious handling of ELINT material.
o. Determine and submit to the authorities responsible
for logistic support for NSA, requirements together
with specific recommendations as to what each of the
responsible departments and agencies of the Govern-
ment should supply.
C. The Military Departments
1. The Secretaries of the military departments will:
a. Plan, program and budget for their respective ELINT
activities; collaborate with the Director, National Secu-
rity Agency, in the preparation of consolidated Depart-
ment of Defense plans, programs, and budget estimates.
b. Procure for, operate, organize, train, equip, admini-
ster and provide logistic support to their respective
ELINT activities. This will include provision of ade-
quate reserve programs to meet emergency or wartime
requirements for ELINT activities.
c. Provide the necessary ELINT facilities and resources
for the support of military operations and of the national
ELINT effort as authorized and directed by the Secretary
of Defense.
d. Perform ELINT collection and processing tasks as
specified by the Director, National Security Agency, in
accordance with the provisions of paragraph IV. B. 1. b.
above.
e. Assign. military personnel to the National Security Agency
in accordance with approved requirements. The normal
tour of duty is thirty-six months. Longer assignment of
specially qualified personnel is authorized as may be ar-
ranged with the Department concerned. The military
departments may add, withdraw, or substitute personnel
within the authorized personnel strength of the National
Security Agency, subject to the concurrence of the
Director, NSA.

f. Keep Director, National Security Agency, and, through
him, Director of Defense Research and Engineering,
currently advised of their ELINT research and engi-
neering requirements; and accomplish such research,
development, test and evaluation as may be assigned.
g. Subject to approval by the Director of Defense Research
and Engineering, initiate and pursue such research and
engineering projects as may be necessary to support
their ELINT activities, and accomplish such ELINT re-
search, development, test and evaluation as approved
or assigned by the Director of Defense Research and
Engineering. A military department undertaking re-
search and engineering projects in areas touching on
ELINT will advise the Director of Defense Research
and Engineering, the Director, National Security
Agency, and other military departments as a matter
of mutual interest.
h. State to the Director, National Security Agency, their
requirements for ELINT direct support .
i. Recommend to the Secretary of Defense those ELINT
activities which are essential to provide direct support
under the provisions of paragraph III. C. 2. above.
Conduct such activities when authorized by the Secretary
of Defense.
Conduct the activities listed in paragraph III. D. above,
in accordance with the provisions contained therein;
where feasible, coordinate such activities with the
Director, National Security Agency.
k. Conduct those ELINT activities, other than cryptanaly-
sis, undertaken in support of their missions under the
authority of NSCID No. 5; where feasible, coordinate
such activities with the Director, National Security
Agency. The information derived from such activities
shall be so handled as to give suitable protection to
related activities, and shall be passed to the National
Security Agency to the extent desired by the Director,
NSA, as soon as the special security collection require-
ments have been satisfied.
1. Fulfill logistic support requirements of NSA, as author-
ized and directed by the Secretary of Defense.

D. Commanders of Commands Established by the Secretary of Defense
1. Commanders, heretofore authorized and others when authorized,
will:
a. Conduct those ELINT collection and processing activities
which are essential to provide direct support under the
provisions of paragraph III. C. 2. above; when feasible,
coordinate such activities with the Director, National
Security Agency. The information derived from such
activities shall be so handled as to give suitable protec-
tion to related activities and shall be passed to the National
Security Agency as desired by the Director, National Se-
curity Agency.
b. Perform, within the capabilities of the ELINT activities
which they conduct, those appropriate ELINT tasks as
requested by the Director, National Security Agency.
c. Keep the Director, National Security Agency, informed
of their ELINT plans and operations. Information derived
from such operations will be furnished to the National
Security Agency as requested by the Director, NSA.
d. Submit their requirements for ELINT direct support to
the Chief of the Service concerned.
e. In the event the Chief of Service concerned cannot arrange
for meeting the requirement or resolve the problem, the
matter will then be referred to the Joint Chiefs of Staff.
f. Conduct the activities listed in paragraph M. D. above in
accordance with the provisions contained therein; where
feasible, coordinate such activities with the Director, NSA.
g. Conduct these ELINT activities, other than cryptanalysis,
undertaken in support of their missions under the authority
of NSCID No. 5; where feasible, coordinate such activities
with the Director, National Security Agency. The informa-
tion derived from such activities shall be so handled as to
give suitable protection to related activities and shall be
passed to the National Security Agency to the extent
desired by the Director, National Security Agency,
as soon as the special security collection require-
ments have been satisfied.

I. PURPOSE
This Directive is issued for the purpose of implementing the
COMINT provisions of reference (a).
II. DEFINITIONS
A. For the purpose of this Directive, the terms "Communi-
cations Intelligence" or "COMINT" shall be construed to mean
technical and intelligence information derived from foreign com-
munications by other than the intended recipients.
B. COMINT activities shall be construed to mean those
activities which produce COMINT by the interception and process-
ing of foreign communications passed by radio, wire, or other
electromagnetic means, with specific exceptions stated in para-
graph II. C. below, and by the processing of foreign encrypted
communications, however transmitted. Interception comprises
search, intercept, and direction finding. Processing comprises
range estimation, transmitter /operator identification, signal
analysis, traffic analysis, cryptanalysis, decryption, study of
plain text, the fusion of these processes, and the reporting of
results.
C. COMINT and COMINT activities as defined herein shall
not include:
1. Intercept and processing of unencrypted written
communications, except the processing of written

plain text versions of communications which have been
encrypted or are intended for subsequent encryption.
2. Intercept and processing of press, propaganda and
other public broadcasts, except for processing en-
crypted or "hidden meaning" passages in such broad-
casts.
3. Certain operations conducted by security authorities.
4. Censorship.
III. POLICY
A. The Secretary of Defense has been designated as Executive
Agent of the Government for the conduct of COMINT activities in
accordance with the provisions of reference (a) and for the mainten-
ance and operation of the National Security Agency (NSA). The Assist-
ant to the Secretary of Defense`(Special Operations) will exercise the
authority vested in the Secretary of Defense by reference (a) relating
to the direction and control of the National Security Agency and related
activities of the Department of Defense.
B. The COMINT mission of the National Security Agency shall
be to provide an effective, unified organization and control of the
COMINT intercept and processing activities of the United States, to
provide for integrated operational policies and procedures pertaining
thereto and to produce COMINT information in accordance with objec-
tives, requirements and priorities established by the U. S. Intelligence
Board. For these purposes all U. S. COMINT activities, except as
otherwise specified herein, are placed under the operational and
technical control of the Director, National Security Agency.
C. The Secretary of Defense will establish the consolidated
DOD budget, and requirements for military and civilian manpower,
logistic and communications support, and research, development,
test and evaluation for COMINT activities, and provide for inclu-
sions as appropriate in the budgets and programs of the military
departments and other DOD agencies. With the collaboration of
interested elements of the Department of Defense, the Assistant to
the Secretary of Defense (Special Operations.) will continually review

consolidated DOD plans and programs for COMINT
activities, together with his recommendations
pertaining thereto.
e. Prepare in collaboration with the military depart-
ments and submit to the Secretary of Defense the
consolidated DOD budget, and requirements for
military and civilian manpower, logistic support,
and research, development, test and evaluation for
COMINT activities, together with his recommenda-
tions pertaining thereto.
f. Under the supervision of the Director of Defense
Research and Engineering, establish and conduct
a research and engineering pro-gram to meet the
needs of the National Security Agency and the de-
partments and agencies which are engaged in
COMINT activities; review and coordinate the re-
lated COMINT research and engineering programs
conducted by such departments and agencies. He
will also recommend controls and procedures to the
Director of Defense Research and Engineering,
governing the conduct of COMINT research, develop-
ment, test and evaluation.
g. Standardize in collaboration with the military de-
partments COMINT equipment and facilities wher-
ever practicable.
h. Provide for the production and procurement of
specialized COMINT equipments.
i. Provide technical guidance and support, including
information, specialized equipment and engineering
assistance, and analytic service to all U. S. COMINT
activities.

Provide technical guidance and support of
COMINT training conducted by the military de-
partments, and prescribe minimum standards for
their COMINT training curricula.
k. Conduct necessary specialized and advanced
COMINT training.
1. Determine the requirements for communications
to meet the needs of the National Security Agency
and submit them to the Joint Chiefs of Staff for
their review and appropriate action.
m. Determine and make known to appropriate authori-
ties courier service requirements for the expedi-
tious handling of COMINT material.
n. Determine and submit to the authorities respon-
sible for logistic support for the National Security
Agency, requirements together with specific
recommendations as to what each of the respon-
sible departments and agencies of the Government
should supply.
C. The Military Departments
1. The Secretaries of the military departments will:
a. Plan, program and budget for their respective
COMINT activities; collaborate with the Director,
National Security Agency, in the preparation of
consolidated DOD plans, programs and budget
estimates .
b. Procure for, operate, organize, train, equip,
administer, and provide logistic support to?their
respective COMINT activities. This will include
provision of adequate reserve programs to meet
emergency or wartime requirements for COMINT
activities.
c. Provide the necessary COMINT facilities and re-
sources for the support of military operations and
of the national COMINT effort as authorized and
directed by the Secretary of Defense.

d. Perform COMINT collection and processing tasks
as specified by the Director, National Security
Agency, in accordance with the provisions of para-
graph IV. B. 1. b. above.
e. Assign military personnel to the National Security
Agency in accordance with approved requirements.
The normal tour of duty is thirty-six months.
Longer assignment of specially qualified personnel
is authorized as may be arranged with the Depart-
ment concerned. The military departments may
add, withdraw, or substitute personnel within the
authorized personnel strength of the National
Security Agency, subject to the concurrence of the
Director, NSA.
f. Keep the Director, National Security Agency, and
through him the Director of Defense Research and
Engineering, currently advised of their COMINT
research and engineering requirements; and accom-
plish such research, development, test and evalua-
tion as may be assigned.
Subject to approval by the Director of Defense Re-
search and Engineering, initiate and pursue such
research and engineering projects as may be
necessary to support their COMINT activities, and
accomplish such COMINT research, development,
test and evaluation as approved or assigned by the
Director of Defense Research and Engineering. A
military department undertaking research and
engineering projects in areas touching on COMINT
will advise the Director of Defense Research and
Engineering, the Director, National Security Agency,
and other military departments as a matter of mutual
interest.
h. State to the Director, National Security Agency,
their requirements for COMINT direct support.
i. Conduct the activities listed in paragraph III. D.
above in accordance with the provisions contained
therein; where feasible, coordinate such activities
with the Director, National Security Agency.

Conduct those COMINT activities, other than
cryptanalysis, undertaken in support of their
missions under the authority of NSCID No. 5;
where feasible, coordinate such activities with
the Director, National Security Agency, or his
representative. The information derived from such
activities shall be so handled as to give suitable
protection to related activities and shall be passed
to the National Security Agency to the extent desired
by the Director, NSA, as soon as the special security
collection requirements have been satisfied.
k. Fulfill logistic support requirements of the National
Security Agency, as authorized and directed by the
Secretary of Defense.
D. Commanders of Commands Established by the Secretary
of Defense
a. Submit their requirements for COMINT direct
support to the Chief of Service concerned.
b. In the event the Chief of Service concerned cannot
arrange for meeting the requirement or resolve
the problem, the matter will then be referred to
the Joint Chiefs of Staff.
co Conduct the activities listed in paragraph M. D.
above in accordance with the provisions contained
therein; where feasible, coordinate such activities
with the Director, National Security Agency.
d. Conduct those COMINT activities, other than crypt-
analysis, undertaken in support of their missions
under the authority of NSCID No. 5; where feasible,
coordinate such activities with the Director,
National Security Agency. The information derived
from such activities shall be so handled as to give
suitable protection to related activities and shall

Department of Defense Directive
SUBJECT The National Security Agency
1. GENERAL
Subject to the provisions of NSCID No. 6, dated
September 15, 1958, and the provisions of the National Security
Act of 1947, as amended, and pursuant to the authorities vested
in the Secretary of Defense, the National Security Agency is
established as a separately organized agency within the Depart-
ment of Defense under the direction, authority and control of
the Secretary of Defense.
II. ORGANIZATION
A. The National Security Agency shall consist of a
Director, a Headquarters, and such subordinate units, facilities
and activities as are specifically assigned to the National Security
Agency by the Secretary of Defense or are established by the
Director, NSA.
B. The National Technical Processing Center and the
Electronic Intelligence Coordinating Group, established pursuant
to DOD Directive S-3115.2, dated July 13, 1955, are abolished.
Assigned functions, records, facilities and equipment are hereby
transferred to the National Security Agency. Military and civilian
personnel (including authorized personnel spaces), and supporting
funds., are also transferred, as mutually agreed between the
National Security Agency and the military services.
III. RESPONSIBILITIES
The National Security Agency, under the direction and
control of the Director of the Agency, shall be responsible for
the following functional fields as specifically prescribed in
appropriate NSC and DOD Directives:

1. Communications intelligence ,(COMINT).
2. Electronics intelligence (ELINT).
3. Other functional fields assigned by specific NSC and
DOD Directives.
IV.. FUNCTIONS
Under the direction and control of the Director of the National
Security Agency, the Agency shall perform the following functions
within its assigned fields of responsibilities:
1. Formulate plans, policies, procedures and principles.
2. Subject to the supervision of the Director of Defense
Research and Engineering, conduct research and
engineering activities to meet the needs of the National
Security Agency and the departments and agencies and
coordinate the related research, development, test
and evaluation conducted by such departments and
agencies.
3. Determine and submit to the Secretary of Defense
logistic support requirements for the Agency, together
with specific recommendations as to what each of the
responsible departments and agencies of the Govern-
ment should supply.
4. Prepare in collaboration with the military departments
and submit to the Secretary of Defense a consolidated
DOD budget, and requirements for military and civilian
manpower, logistic and communications support, and
research, development, test and evaluation, together
with his recommendations pertaining thereto.
5. Develop requisite security rules, regulations and stan-
dards governing operating practices in accordance with
the policies of the U. S. Intelligence Board and the U. S.
Communications Security Board.
6. Make reports and furnish information to the U. S.
Intelligence Board or the U. S. Communications
Security Board, as required.

7. Produce and disseminate COMINT and ELINT infor-
mation in accordance with objectives, requirements
and priorities established by the U. S. Intelligence
Board. (This function will not include the production
and dissemination of finished intelligence which are
the responsibilities of departments and agencies other
than the National Security Agency. )
8. Perform such other functions as the Secretary of
Defense or other proper authority assigns.
A. In the performance of its functions, the Agency shall:
1. Coordinate actions, as appropriate, with the military
departments, other DOD agencies, and other depart-
ments and agencies of the Government having collateral
or related functions in the fields of its assigned respon-
sibilities.
2. Maintain active liaison, as appropriate, for the ex-
change of information and advice in the field of its
assigned responsibility with the military departments,
other DOD agencies and other departments and agen-
cies of the Government.
3. Make full use of established facilities in the military
departments, other DOD agencies, and other depart-
ments and agencies of the Government, rather than
unnecessarily duplicating such facilities.
4. Provide for participation by representatives of each
of the members of the U. S. Intelligence Board in those
offices of the National Security Agency where priorities
of intercept and processing are established by the
Director of the National Security Agency.
B. Officials of the military departments and other DOD agen-
cies shall provide support, within their respective fields of respon-
sibility, to the Director of the National Security Agency as may be
necessary to carry out the assigned responsibilities of the Agency.

VI. AUTHORITIES
A. To carry out assigned responsibilities of the Agency, the
Director of the National Security Agency is specifically delegated
authority to:
1. Exercise operational and technical control of COMINT
and ELINT intercept and processing activities of the
United States to the extent prescribed in other specific
DOD Directives.
2. Issue instructions pertaining to COMINT and ELINT
to the Chiefs of the operating agencies of the Services
or civilian departments or agencies when action by
them is required. However, because of the unique
technical character of COMINT and ELINT operations,
the Director is authorized to issue direct to any
operating elements under his operational control task
assignments and pertinent instructions which are
within the capacity of such elements to accomplish.
Compliance with instructions issued by the Director
is mandatory, subject only to appeal to the Secretary
of Defense by the head of the department and agency
concerned (military department, other DOD agency,
or other department. or agency of the Government).
3. Have direct access to, and direct communication with,
any element of the department or agency (military
department, other DOD agency, or other department
or agency of the Government) performing COMINT and
ELINT functions over which he exercises operational
and technical control.
4. Centralize or consolidate the performance of COMINT
and ELINT functions for which he is responsible to
the extent he deems feasible, in consonance with the
aims of maximum overall efficiency, economy and
effectiveness.
5. Prescribe policies, procedures, principles, and issue
instructions for activities under his operational or
technical control, as appropriate.
6. Prescribe, or review and approve security rules,
regulations and instructions, as appropriate.

7. Obtain such information and intelligence material
from the departments and agencies (military depart-
ments,. other DOD ages cies, or other departments
or agencies of the Government) as may be necessary
for the performance of the Agency's functions.
8. Maintain a departmental property account for the
Agency.
B. In providing direct COMINT and ELINT support to the
military departments, other DOD agencies and other departments and
agencies of the Government, the Director of the National Security Agency
is authorized to delegate operational control of specified COMINT and
ELINT facilities and resources as he determines appropriate.
C. Other authorities specifically delegated by the Secretary of
Defense or other proper authority to the Director of the National
Security Agency in other directives or issuances will be referenced
in an inclosure to this directive.
A. The Director of the National Security Agency shall be a
commissioned officer of the Armed Forces, on active duty, designated
by the Secretary of Defense, after consultation with the Joint Chiefs
of Staff, and shall have at least three-star rank while serving in this
position. His appointment shall be for a term of four years. The
Director shall report to the Secretary of Defense through the Assistant
to the Secretary of Defense (Special Operations).
B. There shall be a civilian Deputy appointed by the Director
of the Agency with the approval of the Secretary of Defense.
C. To the extent applicable and consistent with the functions
assigned to the Agency, Department of Defense policies, regulations
and procedures will govern the Agency's operations.
D. The Agency will be authorized such personnel, facilities,
funds and other administrative support as the Secretary of Defense
deems necessary for the performance of its functions. The military
departments, other DOD agencies, or other departments and agencies
of the Government, as appropriate, shall provide support for the
Agency as prescribed in specific directives or support agreements.

VIII. CANCELLATION
Secretary of Defense memorandum dated December 5, 1952,
subject: "Implementation of NSCID No. 9, Revised" and DOD Directive
S-3115.2, dated July 13, 1955, are hereby canceled. (NSCID No. 6,
dated September 15, 1958, superseded NSCID No. 9, Revised, dated
October 24, 1952).
