Through the kindness of the Department of State,
I have learned that you and other friends in Japan of my
brother have been the moving force in arranging for an
unofficial ceremony to be held in his memory in Tokyo,
on September 9 next. I have had the opportunity of talk-
ing over with Mrs. John Foster Dulles your kind initiative
and I know how deeply touched she has been by your thought-
fulness. 'I am writing to express my thanks and also my
deep regret that my duties here prevent me from making
the trip to Japan to be with you on September 9.
My brother often spoke to me of you with deep
admiration and affection and I know of the constructive work
which you did together to help bolster the policies and prin-
ciples of the free world during difficult days. Please accept
my personal greetings and my thanks for your initiative.
