I hope that you have read the memorandum summarizing
mycomments that
assured me he would prepare
for your perusal, From your high governmental position,
you could suggest that our prevalent simple-minded,
"areas of committment",'expedient' policies would prove
far from optimum under an operations research study.
Regarding Tibet, mkt enclosed Phila. Bulletin letter
gives my views in brief. The J. Alsop column ofApril 10
gives an excellent summary of the Chinese supply problems.
U.S. action could force negotiation with the Communist
Chinese (with India as intermediary) leading to a swap of
Chinese withdrawal from Tibet for U.S. recognition of
Communist China and Outer Mongolia.
One must hope that your research staff and operatives
carefully separate facts re the Tibetan situation from
the propaganda stories spre4d by the Nationalists,as
well as the Communists.

portance of the news that Tibet's Dalai
Lama, spiritual and temporal ruler of
the mountain theocracy, has escaped to
the free soil of India.
One is the extent of the frenzied ef-
