MEMORANDUM FOR: Assistant Director for Operations--j 54
25X1
25X1
1. The ffice has been in intermittent contact
with Mr . These contacts have been at his re-
quest because we have never considered him a source worth developing.
Much of what he has told us has been a distorted version of what is
already well known; most of the rest has consisted of his fears of
Communist inroads in Latin America, but the foreign positive intelli-
gence content of these comments has been nil. It is our understand-
ing that resentatives of WU Division, DD/P have been in contact
with Mr. I I over approximately the same period of time and
that their estimate parallels ours.
2. On 22 September 1959 Mr told our 26X1
Office that he would not give CIA any more information because the
information he had passed to the Agency on various Latin America
countries and personalities had leaked back to the countries of
origin. He claimed that he had been informed of these leaks by mem-
bers of the Secret Service of these countries with whom he kept in
contacts same day Mr. called from Now Y rk . nur
2 5X1
Office and asked to ape 25X1
whom he claimed to know personally. Mr. e 25X1
call and listened to Mr comp a n an assured him they 25X1
would be sent to the pr Les in the Agency. The infor-
mation was passed to the Office of Security and CI Staff.
3? ndicates that this ?1
Division only two reports from him in 1959* One was not dis-
seminated; the other was a one-paragraph 0 consisting of not very 25X1
sensitive material that became overt information within a week of
dissemination. prior to 1959 yielded one
report in 1955 an severe. in 1945 an 1949. None of the information
in these reports is so sensitive that it could be traceable to one
man, nor was the information of a particularly vital nature.

Subject: Robert T. Brinamade
fit. In view of the foregoing' we recommend that Mr,
not be given an appointment with the Director or Deputy Director.
We are completely amenable to his being referred tol
in our Office but suggest that this may not satisfy
him. In this even i would appear that an interview by
~r other official close to the Director might be more ap-
propriate.
