1. This memorandum is for information only.
2. Judge Alexander Holtsoff of the District Court for
the District of Columbia today granted the Government's motion
for summary Judgment in the case of for rein-
statement in the Central Intelligence Agency. This ruling
successfully disposes of the case in the District Court.
3. Judge Holtsoff based this ruling on th* exercise by
the Director of the plenary power contained in section 102(c)
of the National l acuity Act of 1947. as amsn&sd, and in so
doing remarked that although he was not required to give any
reason for his action, the Director had in fact dons, so in this
