Mr. Rudolph h'foz of the New York City Youth Boarcl. is preparing recommendatioafor Mayor Wagner in the field of .narcotics control. He stated that one proposal he had under consideration was to recommend Federal legislation giving the Central intelligence Agency the specific responsibility for obtaining information on poppy growing, the opium trade, and other aspects of the whole narcotics problem. 2. I explained to Mr. Moz that while we and the other intelligence agencies did cooperate with the Bureau of Narcotics, Department of the Treasury, legislation such as was considered would be incompatible with the present concept of the intelligence system. Mr. Moz said he trusted that any information developed in the narcotics field would find its way not only to the U. S. authorities but to the United Nations for international control action. I said this would be handled by the appropriate U. S. representatives in the United Nations and that they would be responsible for furnishing narcotics information to the United Nationd authorities.
