MEMORANDUM FOR: Director of Central Intelligence
Breakfast Meeting with the Republican
Congressmen of SOS Club, 0800, 2 July 1958
1. You have already received a list of the 15 congressmen
who will be attending the breakfast, with a brief biographic sketch
of each. Attached is a seating list which Mr. Warner and I believe
will take advantage of the interests of the congressmen and of our
people. The number of CIA personnel attending has been limited
by the fact that the big dining room will hold only 25 and that it is
far preferable to have the breakfast in one room. We suggest that
after breakfast the meeting adjourn to your conference room and that
you give them a brief talk dealing primarily with the current world
situation. The organization chart of the agency will be in place
behind the curtain in the event that you wish to use it. There follows
a brief outline of subjects which you may wish to cover.
2. It might be well to lead off your talk with a comment on
the large number of congressional hearings that the agency has had
this year. A list is attached.
A brief discussion might be given on the status of our
building and Colonel White will be prepared to supplement your comments.
A picture of the building will be available in the conference room.

You might then give a brief round-up of the world situation
covering particularly the following subjects:
The internal situation in the Soviet Union, with
particular reference to the power struggle and Khrushchev's
role.
The general reinstatement of the Stalinist doctrine
and the respective roles of China and Yugoslavia in the
Soviet Bloc might be discussed.
The current situation in Lebanon will be of major
interest.
The future of France under de Gaulle.
3. It is believed that the congressmen may well ask
questions about some of the following subjects:
What do we know about the aircraft recently forced down
in the Soviet Union?
How good was our intelligence on the anti-Nixon riots
in South America, particularly Venezuela?
Was intelligence coverage adequate at the time of the
Suez crisis ?
Did we predict the rebellion in Hungary?
Was our intelligence adequate on the Soviet Sputnik?

4. I would suggest that you conclude the discussion with a
brief statement of the increasingly dangerous role of Soviet intelligence.
This will give you a good opportunity to stress the close working
relationship with the Federal Bureau of Investigation and bring in
our role in the Abel case.
